PURPOSE: To present for BOCC review and approval, an outline or flow schematic that
delineates the steps in which subdivision projects with sewer extensions (from the Efland sewer
system) move through the County's plan submission, review and approval process.
BACKGROUND: There are a number of aspects of the operation of the Efland sewer system,
related particularly to the extension of sewer service to undeveloped land, that need to be
clarified and amplified. Specifically, the BOCC has asked that staff develop recommendations
as to the process by which a request to extend sewer service to undeveloped land will be
evaluated and approved. Recently the BOCC approved a concise map delineating the current
boundaries of the overall system plan for the Efland sewer system and adopted a resolution that
formally confirmed and ratified those boundaries.
As a second step in determining how extensions of the Efland sewer system to undeveloped
land within the boundaries of the overall system plan will occur, staff is now presenting a flow
chart containing its recommendations as to how a sewer extension request will be:
^ Submitted and integrated into the Concept and Preliminary Plan approval process
^ Evaluated by staff and the BOCC
^ Ultimately approved by the BOCC
FINANCIAL IMPACT: There is no direct financial impact associated with this item.
RECOMMENDATION(S): The Administration recommends that the BOCC consider the outline
of the recommended sewer extension review and approval process and, if it finds the
recommendations to be satisfactory; direct staff to integrate the Efland sewer extension review
and approval process into departmental policies and procedures, planning ordinances and
regulations, and the Efland sewer systdm rules of operation as necessary.
