MINUTES
October 8, 2019

In Attendance: Colin Austin, Jeff Charles, Rachel Bearman, Keith Cook, Jerry Gregory, James Harris, Cherie

1. Introductions and Announcements - Colin Austin presiding
a. Colin noted that Heather is away taking care of her father and that our thoughts go out to her.
b. Welcome to newly appointed members Jeff Charles and Jerry Gregory
i. Jerry shared that she currently serves on the Orange County Nursing Home Community
Advisory Board, and volunteers with Meals on Wheels and the Food Pantry. She worked
for Orange County Health Department and the Adult Day Health Center for 33+ years.
Her interest is in older adults.
2. Approval of Minutes – September 10, 2019 approved with the following correction:
a. Switch the information listed on bullet#15 with bullet#16

4. Quarterly MAP updates – First Quarter
a. Community Supports and Health Services
i. Shenae McPherson, VC 55+ Administrator and Annie Deaver, Aging Transitions (AT)
Administrator reported 3 Success Indicators: 1) OCDoA Aging Helpline calls were up this
quarter by 15-18%. The helpline is answered M-F, 9a-4p, a social worker answers the
call or returns the call within 24hrs. All AT team members are trained and answer calls.
2) On November 9, 9:30 a.m. – 2 p.m. OCDOA will host an inaugural Caregiver Day of
Care. A day of wellness for care partners which will hopefully become an annual event.
Successfully expanded collaboration with Piedmont Health to offer educational
opportunities & services. An initial 4-part Piedmont Health education series led to
expanded services & resources to our Spanish speaking population. 3) The program
Green Burial, A Will for the Woods was a huge success with over 40 people in
attendance to learn about green burial alternatives
ii. Getting more helpline calls from caregivers and geriatric discharge managers; suggestion
to start tracking how many are dementia caregivers. The work of Orange County
Caregiver Awareness, Respite, Education & Services (OCCARES) continues. OCCARES
team members asked to train new AT staff and provide a refresher to older AT
members. Annie is reaching out to the geriatric discharge planners to connect our
services and information.
b. Transportation
i. Alison Smith reported that the transportation grant was renewed. The STEAM program
is guaranteed to continue for 2 more years and she was officially selected to replace Lisa
Berley. She is involved in quarterly reporting and creating a strong metric for grant
reporting.
ii. Volunteer Drivers Program – 9 active volunteers who made 81 trips this quarter totaling
131 volunteer hours and 18,158 miles.
iii. Sent survey to participants asking key questions to see how to grow program and retain
drivers.
iv. Transportation Helpline 160+ calls per month. Will continue to provide information
table, classes & day trips, and meet MAP strategies.
v. MAP Transportation Workgroup met Aug 8. Alison will reach out to everyone to create a
standing schedule, give a boost by incorporating DCH metro planning corporation &
Meg Sculley of the Chapel Hill-Durham-Orange MPO.
vi. Reinstate Senior Transportation Resource Team focused on medical discharge. Need
better training & planning on what to do when discharged, especially if there are
mobility needs. 2-4 week process to get established with transportation in advance.
Start/restart Transportation SRT, especially for rural areas. Staying in Neighborhood
Connection SRT workgroup to create quadrant program networks to grow Volunteer
Driver program.
c. Employment
i. Colin Austin reported the workgroup met 2 weeks ago. The employment project has
been successful at engaging and/or enrolling 300+ people who have wanted to gain job
skills & taken class. Working on connecting these job seekers with employment. Need to
do more research into what kind of employment they are looking for, then we can look
for employers who match. Will send survey to employers to identify employment
matches.
Director’s Report
5. Staff updates
a. Seymour Center Evening Desk Manager, Alicia Pearley, was offered another position and has
resigned.
i. Evening desk manager works M–Th evenings and 10 hours on Saturdays
b. Deborah Lemmerman, Passmore Center Front Desk Manager, is transferring to the Seymour
Center Evening Facility Manager position effective today.
c. Posting Passmore Center Front Desk manager position in the next couple weeks
i. Working through the paperwork to get the position posted and hired as quickly as
possible.
d. Mary Fraser is coming to the Seymour Center on Friday to visit around 3-3:30 pm. Everyone is
visit and go to dinner afterward.
6. National Caregiver Month Proclamation to be issued by the BOCC on November 7 in conjunction with
Caregiver Day of Care to be held on Nov. 9.
7. Caregiver Day of Care – November 9 from 10 a.m. – 2 p.m. at the Seymour Center
8. Hosting Statewide Memory Café Meeting – October 16 – Seymour Center
a. Kim Lamon-Loperfido, (AT) SW, spearheading the event to create a network of organizations
and individuals interested in, or currently providing, memory cafés.
9. Medicare Part D Open Enrollment October 15 – December 7
a. Orange County Seniors Health Insurance Information Program (SHIIP) is under VC55+, OC SHIIP
sees hundreds of people each year resulting in $1000’s of dollars saved by Medicare
beneficiaries.
10. (W)heel to Hill Cycling event on October 27
a. Seymour to Passmore 12.5, 25 roundtrip, and another 50 mile route TBD. Sag Wagon available
to pick up those who need it, EMS on hand if needed.
b. Archery Fun Day event was held with great results. Both events are aimed at increasing Orange
County Senior Games participation.
11. Diversity, Equity and Inclusion Training - All county staff
a. County department heads already went through the training. All OC employees must take the
training.
Continuing Business
12. BOCC Board appointment update
a. 2 new members, we are so happy to have you on board! Voted to move forward Gloria Brown.
Still missing representation from Asian community. Will see if someone would come onboard
ex-officio to represent the Asian community and hopefully apply for appointment for when
there is a vacancy.
13. Seymour Center Renovation Update
a. County manager will put in word with Chapel Hill town manager to see if we can go forward
with the permit. Renovation set to go when we get the permit.
14. James Harris expressed concern about the telemarketer issue. He suggested that we find resources and
provide a program/presentation to educate and help seniors inundated with telemarketing calls.
a. Colin offered to do a presentation provided by the NC Bar Association – Elderlaw Committee.
The slide presentation focuses on elder exploitation, including phone scams.
Continuing Projects
15. Project EngAGE (PE) Class Five is underway.
a. Shenae reported that Class 5 is going great and already in week 5 of a 13-week series. Thank
you Rachel, Colin & Cherie who have been presenters.
16. Project EngAGE Quarterly Breakfast – October 16
a. Opportunity for all PE Grads to talk about their work in SRT’s and what they have been doing.
No speaker, just networking, refresh on some things and socialize.
Committee Progress Reports if needed:
17. Dementia Friendly Business Campaign –103 business trained representing 1100 employees.
18. Senior Tar Heel Legislature – Keith Cook/Dick White
a. Keith reported that new officers were elected. 4 presentations were made, one on Adult
Protective Services (APS). Over 30,000 complaints were reported to NC APS units last year.
Additional funding has been requested for adult protective services. Orange County has more
staff than many other counties, but it is a still a huge issue. NC DHHS is moving the Department
of Social Services to a regional coverage to provide more coverage to understaffed counties
19. Adult Care Home Community Advisory Committee – no report
20. Nursing Home Community Advisory Committee – Vibeke Talley
a. Jerry Gregory reported that it is still early to know what the changes will be like at Peak
Resources Brookshire. Some staff replacement and reassignment. In the process of training
staff. If a resident is living in the assisted living area they must have their meds mailed in bubble
packs or otherwise use the Peak pharmacy.
21. Housing – Keith Cook/Dick White
a. Housing workgroup on Oct. 21, Coalition this Friday. Cherie attends the initiative Big Bold Ideas
which consists of 40 community leaders focused on community improvement. Cherie presented
the idea of a community – UNC Campus partnership focused around senior housing/affordable
housing. Oct 12 is the deadline to submit ideas. Cherie will send the board information on how
to submit ideas. After the deadline the ideas are grouped & considered. 5 top big ideas they
feel are achievable will be chosen to be worked on.
b. New Orange County Housing Director, Emila Sutton is coming to first housing meeting tonight.
22. Friends of the Passmore Center
a. Barn Quilt Painting Workshop Fundraiser – October 26, 9 a.m. – noon
b. Holiday Market – Passmore Center November 2, 9 a.m. – 2 p.m.
23. Friends of the Seymour Center
a. Reorganizing, held retreat and elected officers
