SUBJECT: Classification Plan Amendment -Revenue Technician Title Change DEPARTMENT:- Revenue and Personnel .PUBLIC HEARING: (Y/N) No ATTACHMENT(S): Revised Class Specification for Deputy Tax Collector INFORMATION CONTACT: Jo Roberson, Revenue Director, Extension 2727 Elaine Holmes, Personnel Director Extension 2550 TELEPHONE NUMBERS: Hillsborough Chapel Hill Durham Mebane 732.5181 968-4501 688-7331 336-227-2031 PURPOSE: To consider amending the Orange County Classification and Pay Plan by: • Changing the title of the existing class of Revenue Technician II at Salary Grade 64 to Deputy Tax Collector, still at Salary Grade 64. • Changing the title of the existing class of Revenue Technician I at Salary Grade 63 to Revenue Technician, still at Salary Grade 63. BACKGROUND: Orange County's Revenue Department employs a Revenue Technician II who is primarily responsible for the collection of delinquent taxes and fees, including wage garnishments, attachments (bank, house and rent) and Sheriff s levies; completing in rem foreclosures; and administering bankruptcy cases. The Revenue Director has identified the need for the Revenue Technician II to have signature authority for legal documents such as wage gamishments and attachments. When the Director is unavailable or absent, the final processing of documents is delayed until her signature is received. To be able to sign and take official responsibility for these documents, the Revenue Technician II must hold the class title or equivalent class title of "Deputy Tax Collector." Without holding the position of deputy, the Revenue Technician II also is not eligible to apply for the Deputy Tax Collector certification from the North Carolina Tax Collectors Association. The requirements for the certification of North Carolina Tax Collectors is as follows: "The certification program shall be available to tax collectors and to deputy and assistant tax collectors. To be certified as a deputy tax collector, the applicant must hold the position of deputy within the meaning of the Machinery Act." To comply with these requirements, the Revenue Director is recommending that the class title of Revenue Technician II be changed to Deputy Tax Collector. This would allow the Revenue Technician II to 1) sign legal documents such as wage garnishments and attachments (bank, house and rent) after processing them and would eliminate the need for the Revenue Directors signature; 2) be eligible to apply for the deputy tax collector certification. The Revenue Director asked Personnel to complete a classification study of the Revenue Technician II position. Personnel completed the classification study, including a labor market survey. Based on the classification study and review of labor market information, Personnel found that the existing salary grade 64 is appropriate and that the class title of Deputy Tax Collector or an equivalent class title is being used in some counties far positions that perform comparable duties listed above for the Revenue Technician II. Personnel recommends that the class title of Revenue Technician II at Salary Grade 64 be changed to Deputy Tax Collector, still at Salary Grade 64. FINANCIAL IMPACT: There is no financial impact. RECOMMENDATION(S): The Manager recommends that the Board amend the Classification and Pay Plan by: • Changing the class title of Revenue Technician II at Salary Grade 64 to Deputy Tax Collector, still at Salary Grade 64. • Changing the class title of Revenue Technician I at Salary Grade fi3 to Revenue Technician, still at Salary Grade 63. C2085-4/01 -t' DEPUTY TAX COLLECTOR GENERAL DEFINITION OF WORK: Performs difficult technical work coordinating delinquent tax collection activities for the County; does related work as required. Work is performed under general supervision. Supervision may be exercised over subordinate clerical and technical personnel. TYPICAL TASKS: Performs office and field work in the collection of delinquent taxes; Serves notices of overdue taxes and collects monies due; schedules payment arrangements and keeps records of collections; Authorizes garnishments, attachments, levies or other procedures to enforce collections; follows up with necessary notification and documentation; Interprets and educates taxpayers on tax laws, liabilities and requirements; explains procedures and legal requirements; Initiates and completes foreclosure proceedings following the procedure in North Cazolina General Statutes 105-375; Prepazes and mails initial letters of intent to foreclose; Performs title seazch of delinquent real property taxes; Prepazes and files judgement with Clerk of Court and notifies property owners and all other interested parties; Sets advertisement date; advertises property; and prepares notice of sale for the Sheriff; Administers and maintains Chapter 13, 11 and 7 bankruptcy cases, ensuring that all bankruptcy cases aze in compliance with the U.S. Bankruptcy Code; Receives and reviews bankruptcy claim forms and processes all checks received from the Bankruptcy Trustee; Performs related tasks as required. KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of title searching for use in in rem foreclosure proceedings; thorough knowledge of North Cazolina's real estate practices and transactions including prepazation of deeds and prepazation of foreclosure documents; thorough knowledge of North Cazolina's real property closing process and ability to communicate process to parties involved; ability to work with attorneys to resolve title problems and prepaze proper notices; ability to sign and take responsibility for legal documents; ability to interpret and analyze records found in the Register of Deeds and Clerk of Court Office; ability to establish and maintain effective working relationships with County officials and officials outside of County government. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from a certified paralegal training program with an Associate of Arts degree in Pazalegal Technology/ Science and at least 2 years experience working in property tax collections; as a paralegal, legal secretary or related occupation or graduation from high school and at least 4 yeazs experience working in property tax collections; as a pazalegal, legal secretary ar related occupation.
