HomeMy WebLinkAboutDSS Board minutes 092019MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES September 16 , 2019 1 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: September 16, 2019 at the Hillsborough Commons, Hillsborough, North Carolina. BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Susie Enoch, Pat Garavaglia, Ann Wilkerson, and Jamezetta Bedford. GUEST: No ne. BOARD OF SOCIAL SERVICES MEMBER S ABSENT: Tamara Dempsey-Tanner. STAFF PRESENT: Nancy Coston, Director; Serena McPherson, Administrative Officer; Lindsey Shewmaker, Human Services Manager; and Crystal Mitchell, Human Services Manager. I. Call to Order and Introductions DSS Vice-Chair, Ann Wilkerson, called the meeting to order at 4:04 pm. II. Board Comments None. III. Public Comments None. IV. Agenda Changes Nancy Coston added Building Issues to the beginning of the agenda and an Executive Session at the end of the meeting. V. Action Items On a motion by Pat Garavaglia, the Board approved the minutes of August 2019. Jamezetta Bedford seconded the motion. The motion was carried without dissent. VI. Items for Discussion and/or Decision 1. Building Is sues Nancy Coston informed the Board that the roof of the building has been leaking for some time. There are now several areas that are closed off due to some environmental findings and/or pending the results of testing. One of the visitation rooms has been closed but is now reopened. The children’s play area in the atrium is also closed. There are a few offices in the back of the building that are also closed for mitigation. County staff are working with the landlord to replace the roof. These issues also impact the warehouse storage area in the back. There are a lot of items stored in the warehouse that may need to be moved out. This would potentially impact the ability to bring toys and other donations into the back of the building during the holi day toy programs. 2. Holiday Planning MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES September 16 , 2019 2 Serena McPherson informed the Board that toys are already coming in for the holiday programs. The following are dates related to the holiday program:  November 30 – Stuff the Bus at Walmart  December 7 – Stuff the Bus at Walmart  December 14-15 – Share Your Holiday donations due  December 21-22 – Orange County Toy Chest 3. Medic aid Transformation Update Lindsey Shewmaker gave the Board a brief update on Medicaid Transformation. Due to the lack of an approved budget and funding for Medicaid Transformation, the State has delayed implementation of Phase 1. Instead of November 1, 2019 for Phase 1 counties, all counties in the state will now go live on February 1, 2020. Open enrollment has been extended for all Orange County recipients. 4. Poverty Report Update Nancy Coston provided the Board a potential framework for how to inform the Board of County Commissioners on the state of poverty in Orange County and information. 5. Potential Free/Reduced School Lunch Impacts Lindsey Shewmaker gave the Board information on the number of children estimated to be impacted by changes in categorical eligibility in Orange County. If a family no longer receives Food and Nutrition Services, eligibility for free lunch at schools could also be imp acted. 6. Directors Report DSS will be applying for the Rapid Rehousing Grant for the County again this year. 7. Executive Session On a motion by Ann Wilkerson the Board moved into Executive Session pursuant to § 143-318.11(a)(7). Jamezetta Bedford s econded the motion. The motion was carried without dissent. VII. Announcements Jamezetta Bedford moved to adjourn the meeting at 5:18 pm . Susie Enoch seconded the motion. The motion was carried without dissent.
