HomeMy WebLinkAboutPRC meeting notes 090419 Orange County Parks and Recreation Council Meeting Summary Date: September 4, 2019 Place: Environment and Agricultural Center Conference Room PRESENT: Haywood Rhodes; Gina Reyman; Robert Robinson; Tim Tippin; Tori Williams Reid; Michael Zelek ABSENT: Rachel Cotter; John Greeson; Tim Braddy; Jennifer Moore; Robert Smith STAFF: Lynn Hecht; David Stancil GUEST: Phillip Fleischmann, Chapel Hill Parks and Recreation Director I. Call to Order: Introductions. All the board introduced themselves and Stancil introduced Phillip Fleischmann, the new Chapel Hill Parks and Recreation Director. ii. Additions or Changes to Agenda, Meeting Summary: Chris Sousa, the Recreation Superintendent could not make the meeting due to an emergency. His report will be delayed. Stancil will present maps for the Blackwood farm revisions. Hecht will report on the swim initiative. The notes from the August meeting were reviewed. No comments were made. III. Report of the Chair: Membership/Vacancies: After this meeting, there will be a vacancy in the Hillsborough Township (with Tori Williams Reid's final term expiring.) Two applications were made available for review. Hughes and DeWitt were both reviewed. Reyman thinks highly of Hughes. The group decided to wait to see if others apply. IV. New Business a. Welcome Phillip Fleischmann, Chapel Hill Parks and Recreation Director. Some of the group asked questions about their programs. b. Service Recognition for Tori Williams Reid's time on the PRC. c. Recreation Division Annual Update by Chris Sousa (cancelled). d. Stancil spoke about the upcoming work that will be done at Blackwood Farm Park. This includes a new drive into the park, which will be safer than the existing one. There will be increased parking. A new park office and learning center will be built with a future nature center within it. A disc golf course will also be built. V. Old Business a. The group reviewed the draft multi-modal trail letter as written by Tippen with recommended revisions by Stancil. The group made comments to come up with an approved letter. With the approved changes, the board looked to pass it. Zelek made a motion to pass and Robinson seconded that motion and all voted to have the letter sent to the BOCC. b. Hecht spoke on the initiative to get 2nd grade kids safe in the water. c. Stancil thanked Hecht on the BOCC presentation of the Photo Contest winners. VI. Report of the Director a. Updates on Other Projects, Facilities & Programs. The BOCC did approve last night funding for the new Northern Campus and Parks Base. River Park improvements are underway to include a new staircase down to the park from across from Weaver Street. The Arts Council will be building an art structure in the park. In addition, there is scheduled to be a rain garden. VI I. Council and Committee Reports a. Intergovernmental Parks Work Group, next meeting in October. b. Items from the Council—Reyman would like the PRC to have recreation in the agenda every other month. c. Friends of Orange County Parks and Recreation (FOPR): Robinson is still looking for the cheapest bank to keep the funds. Reyman asked if the group could meet 15 minutes before the meetings. VIII. Meeting adjourned at 8:OOPM. The next meeting will be October 2"d at the Environment and Agricultural Center, Hillsborough.
