PURPOSE: To make a presentation and receive BOCC approval for the artist for the Southern
Human Services Center Public Art Project, a public art project to be completed during FY06.
BACKGROUND: At the request of the BOCC for a public art project in the Southern Human
Services Center, a public art selection committee was created in the fall of 2004, This committee
met in December, 2004, and again in March and April, 2005, A statewide call for qualifications
with amid-March deadline was distributed to North Carolina artists by direct mail and pasted
electronically by email and via various listservs and websites. Artists living in Orange County, NC
were encouraged to apply, Artists were asked to submit a letter of interest, relevant
experience/current resume, up to 15 images of their work, annotated image list, and references.
Thirty-nine responses were received from North Carolina artists, The artist selection committee
selected one artist from three finalists, Three weeks of public comment were received.
Artist Sarah Craige (Efland, NC) is suggested to the BOCC for the Southern Human Services
Center Public Art Project, Ms. Craige has excellent credentials and several years of relevant
public art experience and is suggested primarily for her artistic merit and her ability to work
successfully in the public art arena, The Orange County Arts Commission has approved Sarah
Craige.
FINANCIAL IMPACT: No new money is needed, $9,000 for this project was appropriated by the
BOCC in the FY05 operating budget. Additional money has been raised from the private sector
(Howard, Perry and Walston Foundation). If a grant from the NC Arts Council is received, an
apprenticeship component of this project will be funded,
RECOMMENDATION(S): The Manager recommends that the Board receive the presentation
and approve artist Sarah Craige far the Southern Human Services Center Public Art Project.

Artist's Concept Statement
"Tree of Life" is a mural that celebrates life, designed for the
Southern Human Services Center, 2005. The central image of a strong,
vital tree is an international symbol for life and growth, family,
knowledge, and hope.
The tiles are all hand-made from terra cotta clay. They are
carved and painted with many layers of colors, glazed and fired
repeatedly until the rich vibrant colors are achieved. The mural will fill
the large architectural niche in the central reception area of the facility.
The poetic landscape celebrates and honors all those who visit the
Center, from all cultures and for every generation.
