HISTORIC PRESERVATION COMMISSION
January 26, 2011

ITEM #1: CALL TO ORDER
Chair Dickinson called the meeting to order at 7:09 p.m.
ITEM #2: ROLL CALL
Dickinson requested that staff call the roll; four HPC members were in attendance.
ITEM #3: INTRODUCTIONS OF GUESTS/VISITORS
Dickinson welcomed Rob Golan back to the Historic Preservation Commission. Mr. Golan was a member of
the Historic Preservation Commission about five years ago and was recently appointed by the Board of County
Commissioners for another term.
ITEM #4: CONSIDERATION OF ADDITIONS TO AGENDA
Staff reminded HPC members that officer elections are typically held in February.
ITEM #5: APPROVAL OF MINUTES
a. December 8, 2010
Allison motioned to approve the December 8, 2010 minutes. Rankin seconded the motion. The HPC
unanimously approved the minutes from the December 8, 2010 meeting.
ITEM #6: REPORTS
a. Joint Public Hearing with BOCC tentatively scheduled
Staff reported that a joint public hearing for the Murphey School local landmark application has been scheduled
for March 3, 2011.
b. Unified Development Ordinance
Staff provided updates on the Unified Development Ordinance, and referred members to the Planning
Department’s website for additional information.
ITEM #7: PUBLIC HEARINGS
None.
ITEM #8: ITEMS FOR DECISION
a. Selection of Local Landmark sign material (sample at meeting)

After considerable discussion, Allison motioned to construct local landmark signs in the PVC material. Dickinson
seconded the motion. After additional discussion, the four HPC members present voted unanimously to select
the PVC material for local landmark signs.
ITEM #9: DISCUSSION ITEMS
a. Photo Contest Theme & Preservation Month Activities
Staff provided a brief summary of past preservation month activities including the partnership with the Orange
County Museum to organize a photo contest. Moon reported her conversation with Darcie Martin, the
Executive Director of the Museum, and the need for a theme for this year’s contest. After some discussion,
members suggested using “historic architectural details” as the theme for the photo contest. Staff agreed to
share that suggestion with Ms. Martin.
HPC members also discussed possible activities for the rest of the month. Members expressed interest in
setting up a booth at Last Fridays in May, and continuing with the Resolution for the Board of County
Commissioners. Rankin also suggested preparing a photo display using some of the WPA era photos of rural
Orange County. Rankin thought that he could download 8-12 photos from the Library of Congress collection
and arrange for modest frames. Perhaps the Museum or the Alliance for Historic Hillsborough would
contribute toward the cost of the frames. Moon offered to check with the library director regarding an exhibit
policy.
b. Preparation for Murphey School Joint Public Hearing
Staff reported that the request for a joint public hearing memo had been sent and that the hearing was
tentatively scheduled for March 3rd. Moon included a number of materials in the packet from the last public
hearing for local landmark applications. Since a draft version of the designation ordinance is typically included
in the agenda packet for the public hearing, Moon included a draft version for the HPC’s review and comment.
The HPC discussed the SHPO’s comment in its review letter, to “Please note that, if the Council wishes to
extend the Commission’s authority to significant interior features, the owner must give consent and the
designation ordinance must specify the particular features subject to review and describe the nature of the
Commission’s design authority over them.”
Members suggested additional language to the model ordinance to provide for COA review to select interior
features for Murphey School. Moon to incorporate the additional language into the designation ordinance as
directed.
c. Work Plan for 2011
To help implement the work plan that the HPC prepared for the BOCC, staff provided a table showing the
upcoming meetings for the year. Members identified the key things they hoped to accomplish and began
scheduling those items on the table. Members also asked staff to bring back the meeting notes from the 2009
preservation summit.
d. Membership
Staff reviewed the number of vacancies on the HPC and asked members for recommendations of prospective
members. Rankin spoke of a resident of the White Cross community who has professional experience as an
archaeologist. Rankin agreed to follow up and see if this resident would be interesting in joining the HPC.

Golan motioned to adjourn the meeting at 8:35 p.m. Rankin seconded the motion. Next meeting scheduled for
February 23, 2011.
