PURPOSE: Ta receive information on employee compensation for 2001-02 and to provide
guidance to the Manager, as desired, in developing the Manager's Recommended Budget.
BACKGROUND: In November 2000, the Board of Commissioners held a Pay and Benefits
Work Session to discuss pay and benefit directions for the coming two years (2001-02 and
2002-03). In that work session, the Board decided that it was satisfied as to the pay and benefit
directions it had put in place following its comprehensive review of the pay and benefits plan in
1998-99 and that it wanted to continue in these same directions for the upcoming two year
period.
For 2001-02 the Board also provided the following additional direction as to pay and benefits.
The Board asked that staff:
• Seek.ways to improve the consistency of Meritorious Service Awards across departments
and to assure that employees at all salary levels are considered.
• Provide options for improvement of the County 401(k) Plan contribution in 2001-02.
• Pursue aCounty-wide Classification and Pay Study far 2001-02 with results to be addressed
in the budget for 2002-03.
At the April 16 work session, the Personnel Director will briefly present background information
on the pay and benefits plan and options for 2001-02. This will include information on Cost of
Living Increase, In-Range Increase, Meritorious Service Awards, 401(k) Plan, Classification and
Pay Study, and benefits for domestic partners. Following this, the Board may wish to discuss
the pay and benefit elements and provide direction to staff for 2001-02 as desired.
FINANCIAL IMPACT: For options presented, the Personnel Director will provide cost
information.
RECOMMENDATION(Sj: The Manager recommends that the Board consider the employee
pay and benefits plan and provide additional direction to staff on the pay and benefits plan for
20p1-Q2, as desired.
