Orange County Parks and Recreation Council
Fiscal Year 2010 Approved Goals and Objectives
1. Provide a support system for Parks and Recreation.
Objectives: a. Advocate for Programs as a group and with constituencies in individual member
communities.
b. Encourage Use of Facilities.
c. Advise Parks and Recreation Staff and the Board of County Commissioners
d. Solicit questions and comments, and provide responses to community members.
e. Support the Development of Environmental Programming and
Environmentally Responsible Services.
f. Work this year to develop inclusion services funding in the budget next year.
2. Serve as a steering committee as the Comprehensive Parks and Recreation Master Plan (CPRMP)
plan is developed.
Objectives: a. Create and clarify focus on Recreation Services.
b. Assist with Public input sessions and/or focus groups
c. Provide input on citizen feedback mechanisms and surveys.
d. Assist in developing and administering surveys for the Comprehensive Parks
an Recreation Master Plan.
2. Form a “Friends of Parks and Recreation Group”
Objectives: a. Continue and conclude subcommittee work
b. Research other friends groups
c. Develop a Mission Statement, Bylaws and other needed documents
d. Solicit community memberships for Board of Directors and general membership
e. Set up as a charitable organization (501c3)
f. Reach out to the developing “Friends of Open Space Group.”
4. Develop opportunities to interact with Advisory Groups from the municipalities and others
Objectives: a. Continue to Participate in support of the rotating meeting between all groups every
other year.
b. Develop liaisons with the Chapel Hill, Hillsborough and Carrboro boards.
c. Develop a way to interact with these individuals as liaisons between PARC and the
other Boards
d. Reach out to the Sportsplex Board to set up regular interaction.
5. Advocate for increased opportunities for shared use of resources with the Schools
Objectives: a. Work to continue improving relationships with Orange County Schools
b. Advocate for opening certain outdoor facilities to general community use
c. Advocate for affordable use of interior spaces
d. Advocate for improved administration of the facility use process
e. Work to receive updates on staff collaboration work.
f. Consider reciprocal arrangements for facilities with the schools.

1 The PARC has been involved in discussions about creation of such a group for several months. Upon subcommittee report and research, a
group to work toward bylaws and 501(c) 3 status would be created. PARC members may work with this group outside of PARC meetings,
and communicate on a regular basis.
