Councilman Ward called the meeting to order at 5:35 PM (Chairman Gordon arrived soon after)

3. Update – Countywide Interactive Parks Locator Map & Composite Countywide Parks Plan
Orange County Staff gave an update on the positive feedback received. It was noted that each jurisdiction have
provided links to the map on their websites. In addition it was emphasized the need for each jurisdiction to send
quarterly update needs to Beth Young with DEAPR.
4. Healthy Carolinians - Interaction of Public Health and Recreational Programming
(Handouts were emailed to group the following day)

7. Parks and Recreation Director Reports/Park Design & Construction Updates

• Dogwood Festival
• Received a Scotts Fertilizer Grant for $40,000 – W alker Field Up fit
b. Orange County
• Jones Creek Greenway- Finished and open soon
• Fairview Park – Opened April 9th
• First Spring Soccer League – Big Success
• Little League starts this Sat. at Cedar Grove Park
• Easter Egg Hunt with Chapel Hill
• Will be pursuing County wide Master Plan update
c. Town of Carrboro
• 100 year Celebration – March 3rd
• Carrboro Day – May 1st
• Street Fair-
d. Town of Chapel Hill
• Officially launched their Parks Master Plan process – Public meeting and Scientific Survey soon
• Easter Egg Hunt – This weekend (may need rain date)
• Morgan Creek Greenway opening National Trails Day in June

• Nash Street Sidewalk Project should finish this summer
• RFQ for Riverwalk Greenway out the end of the month
• Gold Park field closed for replanting Bermuda grass
• You can now reserve picnic shelters through the town website
• Wayfinding signage RFP (75 signs including parks) out for bid
• Temporary 6 month sculpture exhibit opens this weekend

meeting will start at 5:30 p.m. at the Southern Human Services Center meeting room.
As always, some members have 7:30 meetings, so we will need to begin on time at 5:30 and end at
7:00 if possible.

Commissioner Hemminger called the meeting to order at 5:35 PM

3. Update on the Community Use of Schools Facilities Initiative
• Schools not taking it seriously
• Parks and Rec. jurisdictions need to be more specific- possibly work on list of needs
4. Presentation on County GIS Interactive Parks Locator Map
Todd Jones, Orange County Chief Information Officer, presented a draft of the proposed (Phase 1) County Wide
Interactive Parks Locator Map. Todd stated that Orange County would be responsible for providing the server, hosting
and maintenance platform for the data, not the data itself. The data would be up to each entity and it would be critical
that this information be kept up to date. This first phase is being developed within IT’s current budget, however future
phases may require additional funding.
Comments on the Map from the IPWG included:
• Add the Sportsplex
• Add links to other sites
• Add Suggestion Box
• Send out an email as to roll out date
• Report on any comments/feedback at January meeting
The following IGPW members have worked with IT staff on developing the map: Bill Webster, Town of Chapel Hill;
Brandon Moore, Town of Carrboro; Stephanie Trueblood and Aspen Price, Town of Hillsborough; Beth Young, Dave
Stancil, Lori Taft and Marabeth Carr; Orange County.
5. Implementation of goals and priorities for 2010.
Workgroup reviewed goals/priorities listing and generally agreed that the following were their top priorities:
1. GIS Interactive Parks Locator Map
a. Staff to report on any public comments/feedback at January meeting
2. Communities Use of Schools
• Update at Spring meeting
3. Ways to strengthen links between public health and recreation programs
• Healthy Carolinians Rep. to next meeting to discuss grants and programs – Lori invite
• Contact Large Employers i.e. Laura Linn with UNC - Marty
• Middle School Study with UNC School Public Health and CH Park & Rec – School Rep
• SOPARC – System for Observing Play and Recreation in Communities – Butch
4. Life cycle and cost analysis of artificial turf vs. natural arrange for a
• Artificial turf representative come speak– Marty
5. Explore ways for public use of non-developed parkland - Liability Issues
• County Attorney says No posting of signs
6. Mountains to Sea Trail – and Lands Legacy
• County Priority

8. Park and Recreation Director Reports/Park Design and Construction Updates
Orange County- Lori Taft, Orange County DEAPR
Reported that construction at Fairview Park was delayed with having to go back to BOCC for approval of adding 3 tennis
courts to project. Currently working with the Town of Hillsborough on adopting a MOA, hope to open park by end of year.
Twin Creeks Greenway- Waiting on DOT approvals on bridge, hopefully opening by March. Working with the Town of
Chapel Hill on a Cedar Falls Park agreement. Recreation working on cognitively challenged medication policy. New
program guide out, first time not in newspapers. Proposed Operations Base relocation goes in to of BOCC next week.
Town of Carrboro- Anita Jones-McNair, Town of Carrboro Parks and Recreation
This week they’ll have the 3rd annual Poetry Festival. Baldwin Park – building 2nd community garden. Have received
$75,000 grant for Bolin Creek.
Town of Chapel Hill- Kisiah Butch, Town of Chapel Hill Parks and Recreation
Butch introduced new employee Jim Orr who will oversee Recreation Operations. Southern Park – fenced playground
after lawsuit threat, commemorative plaque is in place, huge parking issue with UNC construction workers. Interviewing
for Master Plan report consultant – will focus on bringing existing facilities up to code and new projects 10 years out. Will
be getting old CH Museum and looking at ways to utilize it. Morgan Creek Greenway – same issues as Orange County.
Just held Fall Festival had over 15,000 in attendance.
Town of Hillsborough - Aspen Price, Town of Hillsborough Planning
Margaret Lane Sidewalks almost finished. Gold Park finished stair reconstruction. Working on a Churton St. connection
to Gold Park. Town Council voted not to apply for another PARTF Grant for until 2011.
Town of Mebane-Dean Ray Mebane Parks and Recreation
Renovating Old Mebane High School Fields; working on Holiday programs
Other Updates
Bo Howes, TLC, Held ribbon cutting on the 613 acre Brumley Tract, that was acquired for 3 million and recently
appraised for 8 million.
