Topic A: Approval of October minutes: Approved 4-0
Topic B: Public Comment Period
Bonnie Hauser made comments regarding changing Rural 3-R Fee from mandatory
curbside recycling to voluntary curbside recycling. She expressed concern that
mandatory fee may not be consistent with state law.
Topic C: Presentation on Planning for Conversion to Single Stream for Curbside Collection and
other Recycling Programs
Marshall discussed the process and time line to implement single stream collection.
The issue of roll-carts for the Urban Curbside Program was discussed, including size
and color. A start date of July 1, 2012 marries well with the end of the contract for the
current urban collection contractor and a start date for the vendor awarded the new
contract. Rural curbside collection will continue to use the bins for collection. One of
the efficiencies of single stream would be in the hauling and collection. We are
expecting an increase in volume as the result of the change to single stream. There
was more discussion on the size of the carts and coordinating with the municipalities
and the covenants of neighborhoods and how the residents would store the
containers.
Topic D: Walnut Grove Church Road Convenience Center Conceptual Design and Planning
Update
Wilson described the new layout of the modernized site. There was a public
information meeting on October 24th where 9 residents attended. The BOCC will be
updated on the status of planning for this project at their meeting on December 5th.
There will be additional programs and services at the site such as vegetable oil
collection, food waste collection and hazardous waste collection.
Topic E: Programs and Services Update
a. Landfill Gas Recovery Project Spire gave a powerpoint presentation of the flare
station that is now set up on the south side of the landfill. There was discussion of the
noise that of the flare station and how that would be addressed.
b. Elimination of Rigid Plastics Recycling at unstaffed drop-off sites. Marshall
confirms that the rigid plastics recycling containers have been removed from the
unstaffed drop-off sites due to contamination.
Topic F: Board Member Comments
Board Member Stan Cheren announced his resignation from the SWAB.
