Manager) Jane Cousins (Chapel Hill Public Works staff) _____________________________________________________________________ Beginning time of meeting: 7pm Old Business (if any) NONE New Business Introduction of new Solid Waste Administrative Assistant Mary Carlson Topic A Approval of September minutes: Topic B: Summary of Board of Commissioners October 4 Meeting - Re: Rogers Road Area Mitigation Options and Landfill Closure Impacts Wilson gave report of BOCC actions regarding solid waste issues at October 4 meeting including their responses to list of requests from Rogers Eubanks Neighborhood Association. Board recommended to not apply for permit to expand landfill capacity once it was full at current design. Board recommended against using Solid Waste Enterprise Fund to fund sewers for Rogers Road neighborhood. Board recommended using Enterprise Fund to provide water lines to the ~67 homes in the historic Rogers Road neighborhood that do not now have access to public drinking water supply. Board recommended using Enterprise funds and proceeding with cleanup of illegal dump sites within the ¾ mile radius of landfill, as allowed by law. Discussion ensued of when landfill might close, fiscal impacts on Solid Waste Department of landfill closure, which areas near Rogers Road/landfill might or might not receive public water and/or sewer service as part of improvements program and the 2 distance limitations – is ¾ mile a useful criterion, involvement of towns in final decision making on landfill closure and a variety of issues related to illegal dump clean up parameters. Topic C: Walnut Grove Church Road Convenience Center Conceptual Design and Planning Update Wilson provided update showing latest concept design developed by staff with consultants and took questions on site layout, construction schedule, types of recyclable materials that might be accepted, future of other sites improvements. Topic D: Programs and Services Update Landfill Gas Recovery Project: Spire provided brief update on the completion of the pipeline from north side of road, schedule for arrival and installation of flare and projected December opening date for gas extraction. New SWCC Hours of Operation: Wilson provided brief update of new hours of operation and first week under that schedule and indicated no problems with new schedule. Proposed elimination of Rigid Plastics Recycling at unstaffed drop-off sites: Pollock explained planned November 1 elimination of recycling dumpsters for rigid plastics due to unacceptable levels of contamination sometimes exceeding 50%. Recycling dumpsters for these plastics will remain at staffed sites and at landfill. Other Meeting adjourned 8:45pm. Name of minute taker (s): Blair Pollock and Wanda McCain.
