New Business:
Introduction of new Solid Waste Engineer Farouk Banna
Topic A Approval of June minutes: NO VOTE, NO QUORUM
Deferred to September meeting
Topic B: Fiscal 2011/12 Solid Waste Department Budget Update
Wilson gave a further detailed update on the Solid Waste Department budget for
2011/12.
Topic C: Single Stream Recycling Planning
Cody Marshall of the staff gave an update on the status of single stream recycling,
slated to occur in July 2012.
Topic D Walnut Grove Church Road Preliminary Planning
Wilson described the concepts behind improving the convenience centers and led
discussion of how and when improvements planning, design and construction would
occur along with discussion of how to receive public input for the improved site.
Topic E Programs and Services Update:
-Asphalt Shingle Recycling: Spire updated on status of program and getting our landfill
permit revised to accept shingles.
-Chapel Hill Carrboro Schools Food Waste Collection Program: Marshall noted that
three City schools will be part of pilot program beginning this fall to collect food waste for
composting and initially only the preparation waste will be collected from ktichens, not
food waste from the students. County schools will be added later.
-Landfill gas recovery project: Construction will begin again this month and should be
complete within three months. UNC will take over the project once it’s fully operational. --

-Emergency Storm Debris Planning: The County has now developed a contract with a
company to monitor storm debris management in an emergency.
-Rogers Road Neighborhood Improvements: The managers and attorneys have met to
discuss the list of recommendations from the Rogers Road Neighborhood and there will
be further discussion on the matters now that a source of funding is identified.
-Orange County reaches 56% Waste Reduction rate: This is the highest rate in North
Carolina and the County’s best ever.
Sassaman: SWAB will need to elect a new chair and we should discuss this next time
we have a quorum, perhaps at the September meeting.
