Topic A Approval of May minutes

Topic B: Fiscal 2011/12 Solid Waste Department Budget Update
Wilson gave a detailed division-by-division update on the Solid Waste Department
proposed budget for 2011/12, highlighting what was new and changes to the
organization. He discussed reorganization that moved the Equipment Maintenance
function under Environmental Support, the capital needs that will be discussed at CIP
work session and using a new MSW tipping fee surcharge combined with funds
appropriated from reserves to begin to cover costs of Rogers Road improvements.
There was discussion of the issues surrounding what types of mitigation strategies might
be legally possible in the Rogers Road neighborhood. Details were given of the
proposed changes to convenience centers and the new proposed household
convenience center support fee. Board and staff discussion and questions followed.

Topic C: Solid Waste Management Long Term Options /Landfill Closure
Sassaman led a discussion of the future of solid waste management in Orange County
and divided alternatives into ‘in-county’ and ‘out-of-county’. There was general
consensus that there would not be another in-county final disposal facility for MSW once
the current landfill closed. Further discussion centered on timing and utility of building an
in-county transfer station to ship waste to some other disposal facility and the possibility
of a regional facility in our area. There was a general understanding that Orange County,
on its own does not generate enough waste to support a stand-alone facility using
alternative technologies to manage mixed municipal solid waste.
Topic D Programs and Services Update:
Wilson provided a handout and explanation of the Rogers Road Community benefits
resolution adopted by the BOCC on May 26th.
Pollock presented a briefing on the 88% waste diversion accomplishment at the
Hillsborough Hog Day celebration.
Pollock notified the SWAB of receipt by Orange County of two solid waste reduction
grants totaling $30,000 from the State of North Carolina for a baler for rigid plastics and
for roll-off containers to enable shingle recycling.
