STAFF PRESENT: Gayle Wilson, Blair Pollock, Wanda McCain, Cody Marshall, Muriel Williman, Paul Spire, Jane Cousins (Chapel Hill Public Works staff) GUEST: David Caldwell, Rogers Eubanks Neighborhood Association (RENA) and UNC Students ______________________________________________________________________ Beginning time of meeting: 7pm Old Business (if any) NONE New Business Topic A Approval of March minutes Discussion Decision/Vote(s) 4-0 Action Item Al Vickers moved, Stan Cheren seconded motion to approve minutes Topic B: Presentation by David Caldwell of RENA on the follow up from the March 19 clean up and future potential clean up of illegal dump sites in the neighborhood. Caldwell summarized the March 19 event as successful with 126 volunteers participating, ~3,800 lbs recyclables and 2,400 lbs trash collected and a lot of collaboration with Solid Waste Department and community groups. Caldwell stated that 44 illegal dump sites as well have been identified and it appeared roadside dumping had increased since the hours at Convenience Centers were reduced last year. Gayle Wilson responded that the County was working on an approach to going onto private property to address illegal dump sites and that there is a budget proposal to expand the hours at the SWCCs, especially Eubanks and Walnut Grove Church Road sites that might mitigate the ongoing littering/illegal dumping type problem. 2 Topic C: Muriel Williman made a presentation about how the County Solid Waste Department uses volunteers, especially for recycling at events. A discussion followed about potential expanded use of volunteers to assist citizens with information at the unstaffed recycling dropoff sites and perhaps the staffed sites as well. Topic D. Review of Joint Meeting of Town of Chapel Hill and Orange County on the interlocal agreement and long term disposal options Gayle Wilson summarized his presentation and the meeting held about development of a new interlocal [solid waste] agreement and the long-term disposal options on March 24 in Chapel Hill. Jim Ward from Chapel Hill Town Council has already indicated to the Chapel Hill Council his willingness to serve in this role when the group is formulated and at this SWAB meeting Steve Yuhasz of the County Board informally indicated that he would also be willing to serve. The Towns of Carrboro and Hillsborough representatives must be identified. Topic E: Programs and Services Update: Various recent activities by the Department were reviewed including the Rogers Road cleanup and the ‘ReUse Rodeo”, which was the first in the nation held with the newly constituted National Reuse Alliance. A longer discussion was held on the combined Landfill Capacity and community improvements issue. A description of the status of the County’s landfill gas collection project was given by staff. The first phase of construction is complete; all the collection piping is installed and construction will resume in June when the gas cleaning and flaring system are scheduled to be installed.
