ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: November 21, 2011 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Chair; Valerie Foushee; Claire
Millar; Albert Williams; and Arthrell Sanders.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBER ABSENT: None.
STAFF PRESENT: Nancy Coston, Director; Joyce Lee, Business Officer; Denise Shaffer, Assistant Director;
and Lindsey Shewmaker, Human Services Manager.
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:02 P.M.
II. Board Comments
Albert Williams commented that he wants to give the agency a lot of respect. He hears comments from
clients about how staff at the department handle things and it is always positive. Claire Millar seconded
the comment. Pat Garavaglia and Arthrell Sanders also gave the agency kudos.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Valerie Foushee the Board approved the Minutes of October 17, 2011. Arthrell
Sanders seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Director’s Job Description
Nancy Coston reminded the Board that the agency is involved in this cycle of the job classification
study. There is a large packet of information that needs to be reviewed by some member of the
Board. Ms. Coston went over the main duties of the position with the Board and asked for any
feedback.
Claire Millar asked whether the job description has changed much. Ms. Coston responded that the
percentages of time spent on tasks change, but the functions are broad and do not change much.
Valerie Foushee moved that the Board Chair review the position description with the Director and
sign off on it. Claire Millar seconded the motion. The motion was carried without dissent.

2. Work Support
Lindsey Shewmaker and Nancy Coston presented information on Work Support and the conference
in Denver.
3. NC FAST
Lindsey Shewmaker presented the timeline for NC FAST readiness and implementation in Orange
County. Albert Williams asked how fraud is checked in social security verification. Nancy Coston
responded that NC FAST has more mechanisms for this but generally we match the social security
card to a form of identification. Program integrity staff members investigate cases that are
suspicious.
Pat Garavaglia stated that she thinks this will be a great thing.
4. Holiday Program
Rebekah Clairmont, Human Services Coordinator, gave the Board an update on the holiday
programs. She passed out information on the Toys for Tots collection sites. She also noted that
the regional Pan Hellenic Council, University United Methodist Church, Carolina Brewery, Blue
Cross and Blue Shield, Massage Envy, Maple View Agricultural Center, and ATO Fraternity in
Chapel Hill are all collecting toys.
Thom Freeman is coordinating the sponsorship portion of the program. There are currently 40
sponsors. Pat Garavaglia noted that Balloons and Tunes has about 120 sponsors matched up with
agency families.
Ms. Garavaglia asked whether to send along names of other businesses interested in collecting
donations of toys.
Arthrell Sanders noted that the NCCU Alumni Association is collecting gloves, hats, socks, and food
for agency families for the holidays.
5. Skills Development Center Open House
Nancy Coston reminded the Board that the Skills Development Center Open House will be held on
December 1st from 3:00-6:00 PM.
6. Director’s Report
There will be site planning for Southern Human Services in the near future, and the Board should
consider attending. Nothing is scheduled at this time.
There is a plan to renovate some space at Southern Human Services in the short term. This could
include enlarging the visitation room and expanding the interview rooms. Reception will also be
shared between Health and Social Services.
The Toy Chest will operate from December 17th-20th. Pat Garavaglia mentioned that she feels that
volunteers could play a bigger role in organizing the Toy Chest.
The Social Services Institute went well and staff enjoyed hearing about all of the changes that are
taking place.

7. Executive Session
On a motion by Albert Williams the Board moved into Executive Session pursuant to § 143
318.11(a)(1) referencing § 7B 2901(a). Claire Millar seconded the motion. The motion was carried
without dissent.
VII. Announcements
The next regular meeting is scheduled for Monday, December 19, 2011 at the Hillsborough
Commons, Mayo Street, Hillsborough, North Carolina at 4pm.
On a motion by Claire Millar and seconded by Arthrell Sanders, the Board adjourned their regular
meeting at 5:33 P.M.
