ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: December 17, 2012 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Chair; Arthrell Sanders; Albert
Williams; and Claire Millar.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBER ABSENT: Valerie Foushee.

STAFF PRESENT: Nancy Coston, Director; Denise Shaffer, Assistant Director; Sharron Hinton, Human
Services Manager; and Lindsey Shewmaker, Human Services Manager.
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:07 pm.
II. Board Comments
None.
III. Public Comments
None.
IV. Agenda Changes
Nancy Coston suggested moving the Adult Services Program Changes item to a different Board
meeting.
V. Action Items
On a motion by Arthrell Sanders the Board approved the Minutes of November 26, 2012. Albert
Williams seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Adult Services Program Changes
This agenda item will be discussed at a later meeting.
2. Holiday Program Updates
Sharron Hinton informed the Board that the Toy Chest opened at 10:00am on Saturday. The first
person in line indicated she had been waiting since 11:45pm the previous evening. On Saturday
718 families received toys. On Sunday 383 families received toys. Today, approximately 270
families have received toys thus far.
Ms. Hinton explained that a woman with six children began crying when she received a bike for one
of her children. This is the reason the agency runs this program and it makes a really positive

difference in the lives of the families who receive toys. Ms. Hinton noted she also received an email
from an Orange County employee who wanted to volunteer with her young child. She had been a
recipient of toys in the past and wanted to teach her child about giving back. Ms. Hinton thanked
the Board for all of their help and support.
Pat Garavaglia added that FRIENDS will probably not be able to provide food for next years’ event
because they will likely have no budget for it.
Nancy Coston added that Claire Millar was at the agency every day last week sorting toys. Arthrell
Sanders has escorted many families and Pat has been all over assisting with the event. Ms.
Coston thanked the Board for all of their support.
Ms. Coston told the Board that the UNC Basketball Toys for Tots event was very successful and the
agency collected 813 toys. She also reminded the Board to vote for the agency tree as part of the
Triangle Christmas Tree Challenge. She noted that she and Denise Shaffer attended the event at
the Carolina Brewery which was really nice.
Ms. Hinton added that the UNC event generated an additional $1,000 donation from a Carolina fan
who heard about the event and gave a check to Eric Montross. There was an article published in
Tar Heels Today about the event that was sent to the Ram’s Club.
Doyle’s Bar raised $6,000 and bought many wonderful toys for the Toy Chest.
Crown Honda brought a van load of toys today and mentioned that they also sponsor several kids
through the sponsorship program.
Albert Williams commended staff on the effort involved in putting the toy event together. Ms.
Coston noted that there is a core group of staff who work hard to make the program happen. Many
of them work behind the scenes scanning and do not get the thanks they deserve.
Ms. Coston also mentioned the agency will continue giving out toys and food or gift cards the rest of
this week to families in need.
3. Executive Session
Arthrell Sanders moved into Executive Session pursuant to § 143-318.11(a)(6). Claire Millar
seconded the motion. The motion was carried without dissent.
VII. Announcements
The next regular meeting is scheduled for Tuesday, January 22, 2013 at the Hillsborough
Commons, 113 Mayo Street, Hillsborough, North Carolina at 4:00 pm.
Arthrell Sanders moved to adjourn the meeting at 4:45 pm. Claire Millar seconded the motion. The
motion was carried without dissent.
