ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: July 16, 2012 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Chair; Arthrell Sanders; Claire
Millar; and Albert Williams.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBER ABSENT: Valerie Foushee.
STAFF PRESENT: Nancy Coston, Director; Denise Shaffer, Assistant Director; Lindsey Shewmaker, Human
Services Manager; and Joyce Lee, Business Officer.
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:04 P.M.

V. Action Items
On a motion by Claire Millar the Board approved the Minutes of June 18, 2012. Arthrell Sanders
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Southern Human Services Footprint
Roger Waldon with Clarion Associates discussed future planning for the Southern Human Services
complex. The firm is working with the Board of County Commissioners to determine plans for the
site. In 2006, the Commissioners adopted a concept plan for the site. Mr. Waldon stated that much
has changed since that plan was adopted and the county needs more space in the southern part of
the county. The plan takes a long-term view of the site and is looking at the next twenty-five years.
The county will have to cooperate with the Town of Chapel Hill to implement any plan. Mr. Waldon
noted that the plan is not going to indicate which services will be sited at the location but will focus
more on protected spaces, building locations and sizes, and parking sites. Part of the planning
process involves soliciting feedback from county advisory boards as well as running public input
sessions. Clarion Associates is scheduled to present a tentative plan to the Board of County
Commissioners on August 21, 2012. A public meeting will be held on August 30, 2012 for
neighbors and others interested in the site development. Mr. Waldon encouraged Social Services
Board members to provide feedback during the planning process.

Albert Williams asked how the relationship was between the county, the University of North
Caroling at Chapel Hill and the Town of Chapel Hill. Mr. Waldon responded that the current
relationship is very good. He added that Chapel Hill just finished its comprehensive plan, Chapel
Hill 2020. Part of the plan is to concentrate development in certain locations instead of allowing
sprawl.
Nancy Coston added that there have been discussions about moving the Skills Development
Center to this site.
Mr. Waldon offered to bring back drawings when some are completed to share with the Board.
Board members responded that they would like to see those drawings.
2. NC FAST Update
Lindsey Shewmaker gave an update about NC FAST. The phase I counties are beginning to go
live in the system and Orange County is hoping to avoid some of the problems faced by the pilot
counties. Staff are meeting to work on a plan for implementing NC FAST and will share that with
the Board at the August meeting.
Nancy Coston added that staff are excited but expect the next year to be difficult as changes occur.
Some staff may not be able to manage.
3. Director’s Report
The preliminary findings for the Medicaid Transportation audit indicate no material findings. Serena
McPherson should receive the credit for this, and has done a wonderful job managing this change.
Nancy Coston is no longer the president of the North Carolina Association of County Directors of
Social Services so she will not have to be as active in that group. She will still be the point person
for Work Support Strategies.
The Social Services Institute will be held on October 24th-26th in Raleigh. Claire Millar indicated she
would like to attend.
There is a disaster management drill scheduled for August 22, 2012. Agency staff will be taking
part in the drill.
Nancy Coston was reappointed to the Work Force Development Board. Sharron Hinton will also
continue to have a role.
There is a holiday coordination and planning meeting on July 30, 2012 at 2:00PM.
Many clients have used their maximum allotment of CIP for the year. The agency will be working
with its partners to try to assist these families in the event of a cold winter.
4. Executive Session
On a motion by Claire Millar and seconded by Arthrell Sanders, the Board moved into Executive
Session pursuant to GS§ 143 318.11(a)(6).

The next regular meeting is scheduled for Monday, August 20, 2012 at the Hillsborough
Commons, 113 Mayo Street, Hillsborough, North Carolina at 4 PM.
On a motion by Claire Millar and seconded by Arthrell Sanders, the Board adjourned their regular
meeting at 5:45 pm.
