HomeMy WebLinkAboutSWAG quick report 061312Solid Waste Advisory Board Regular Meeting June 13, 2012 Meeting Summary Draft 1 Attendance: Jan Sassaman, Remus Smith, Steve Yuhasz Staff: Gayle Wilson, Blair Pollock, Cody Marshall, Wanda McCain and Wendy Simmons 1. Opening & Welcome – Sassaman: No quorum, this will be an informational meeting. 2. Adoption of Minutes from March 14, SWAB meeting – No quorum. Sassaman: In the minutes there was a request of Mr. Yuhasz to give the SWAB some form of charge formal or informal from the BOCC. SWAB is willing to serve them and answer questions but we need bounds on the envelope of what they want us to do. We don’t have staff resources or member resources; Chapel Hill is the only party to the interlocal agreement that has a full complement on the SWAB. Yuhasz: There isn’t anything different to tell from what has been the charge of the SWAB since the time the Commissioners made the decision to send the MSW to Durham. Sassaman: We can’t function if we are kept in the dark. Those that attend the meetings are beginning to feel like it’s a waste of time. Yuhasz: From a political standpoint all action has been halted pending the decision of Chapel Hill and what they are going to do with its waste and if they will continue to be part of the partnership. Until that decision is made there will not be a lot to discuss. Simmons: The next update from SCS is tentatively scheduled for June 26th. The final report will not be presented to Council until the fall. The meeting on June 26 will focus on short-term recommendations. Wilson: We have a secondary interest in what the Town does with their collection both commercial and residential. If they walk away and allow the private sector to service garbage collection you will see an immediate impact on reaching our waste reduction goal. Yuhasz: The SWAB is the creature of the interlocal agreement and without the parties to the interlocal agreement the SWAB doesn’t exist anymore. Until some decisions are made there is no way for us to move forward. Sassaman: Would it serve us if you, Steve as the BOCC representative and I talk to the County manager? All agree. 3. Public Comment Period – Sassaman: Blair sent out something before the meeting from a neighbor for discussion. The SWAB needs an opportunity to look at it first. 4. Overview of Manager’s Solid Waste FY 2012/13 Budget Proposal Wilson: One of the most important things in the budget is the $3.1 million to close the landfill. We are presuming to implement single-stream. Funds have been budgeted for the second convenience center modification which is proposed to be a neighborhood center. One hundred thousand dollars has been budgeted for the neighborhood cleanup. We are buying roll carts to do an initial first phase in the rural areas that are most urban like and to also do a pilot in the more rural area for feedback. We are proposing to buy two new recycling trucks and one front loader. The proposed fee changes are for C&D landfill is to reduce it from $44 to $40/ton, mulch will increase from $22 to $25 [per three cubic yard scoop] and the [annual]solid waste convenience fee will increase for urban from $5 to $10 and rural from $10 to $20. The $5 surcharge for MSW will remain. 5. Chapel Hill Solid Waste Study Update Simmons: There isn’t a specific date that the report is due. The consultants stated that they believe the Town was getting a good value from the County for the recycling program. There will be a section in the report that will say what our final plans are in terms of recycling. Pollock: Is it possible to segment out the decisions that create a critical path for us such as recycling? Simmons: I can take back to staff the things that you all think are critical and discuss that with them. We are not purposely trying to withhold information. It is a complex evaluation. We want to be thoughtful and not rush it which is the reason the report isn’t being released at this point. There are ongoing analyses so there may be items that are critical for you priority wise but we may not have completed that evaluation yet. 6. Walnut Grove Road SWCC Construction Wilson: There were 4 bids which were within budget. During the evaluation of the 2 low bids one of the vendors noticed they made a $92,000 oversight in their bid for the base grade under the asphalt. Taking that and some other factors into consideration we decided to rebid. There will be no substantive changes to the bid. b. Single Stream Recycling Implementation Marshall: It is going to happen. Dumpsters are getting repaired; signs and labels have been ordered. c. Landfill Neighborhood Clean Project Wilson: There is an RFP out to obtain a vendor to do the work. Currently there are about 20 properties that have requested cleanup and about 3 or 4 pending. With this small number it may not come close to the amount budgeted and the cleanup may happen much quicker. d. Historic Rogers Road Task Force e. 56% Per Capita Waste Reduction in Latest State Report Pollock: Once again we’ve achieved the highest waste reduction rate in North Carolina last fiscal year. f. New Household Hazardous Waste Contractor g. Future SWAB Meetings/Agenda Sassaman: Assume we will meet on August 8th pending what we hear from the County manager. h. Other 7.
