I. Joint Public Hearing – HPC held joint public hearing with BOCC for proposed Pope Farm
local landmark designation. There were no public comments. The BOCC referred draft
ordinance for local historic landmark designation back to HPC for final recommendation.
II. Call to Order – Chair Dickinson called regular meeting to order at 7:38 pm, following joint
public hearing with BOCC for proposed Pope Farm local landmark designation.
III. Additions or Changes to Agenda – Rankin asked to add an item about the Rebecca Wall
library funds to the agenda. HPC members agreed to add under the Discussion Items.
IV. Approval of Minutes – HPC members identified four typos in draft minutes. The HPC
approved the January 23 minutes as amended.
V. Items for Decision
a. Local Landmark Application – Capt. John S. Pope Farm: Dickinson noted BOCC
referred draft ordinance for local historic landmark designation back to the HPC for
final review and recommendation. HPC approved recommending that the BOCC
adopt proposed ordinance designating the Pope Farm as a local historic landmark.
VI. Discussion Items
a. CLG Training Requirements – Sandbeck reminded HPC members they are expected
on participate in training activities. He will notify of training opportunities.
b. Outside Agency Funding Requests – HPC will review applications from Historic
Hillsborough Commission and Historic Foundation of Hillsborough and Orange
County for County funding. HPC to submit score sheets to staff by March 15.
c. 2013 Work Plan – HPC members agreed to hold next meeting on March 27.
d. Preservation Month – HPC will pursue BOCC proclamation, Last Fridays exhibit, and
a news stories about Pope Farm local landmark and Cedar Grove historic district.
e. Staff overview of goals & priorities – Sandbeck to share overview of ideas in April.
f. Rebecca Wall funds – HPC discussed working with the Orange County Library and
others to make sure the Rebecca Wall funds are used in accordance with her will.
VII. Updates and Information Items
HPC members received updates and information on the following: a) efforts to recruit
new HPC member applications, b) HPC reappointments, c) annual report to BOCC, d)
Cedar Grove preservation activities, e) Neville’s Chapel, f) putting historic properties
inventory on County website, g) county courthouse stewardship/planning, h) and
protecting historic and cultural sites on public lands in Hillsborough.
VIII. Dickinson adjourned the meeting at 9:40 pm.
