BACKGROUND: The Board of County Commissioners adopted goals (Parks and Recreation and Analysis of Impacts of Growth) in June 1999 that address the need to conduct studies on Parks and Recreation impacts and regulations. The Parks and Recreation Task Force also identified the need to reexamine existing methods. The work to be conducted is outlined in the attached description. Paul Tischler and Associates also have extensive experience in this analysis area. e FINANCIAL IMPACT: The cost of the studies is not to exceed $30,000. Monies are available in the professional services accounts of both Planning and Inspections (approximately $20,000) and ERCD (approximately $10,000) to cover this cost. RECOMMENDATION(S): The Manager recommends that the Board amend the proposal to Tischler and Associates in an amount not to exceed $30,000 and authorize the Manager to sign an agreement incorporating substantially the same terms as the attached proposal, subject to final review by staff and the County Attorney. z Scope of Work -Evaluation and Recommendations Recreation and .Open Space Provisions -County Subdivision Regulations A. Payments-in-Lieu of Recreation and Open Space • Evaluate_existing provisions and reports • Recalculate per lot payment basis ($'s/lot) and service standards to reflect market value and true cost of proportionate responsibility for park or open space land and facilities • Recommend changes to existing provisions B,. Land Dedication Requirements for Recreation and Open Space • Review existing provisions • In conjunction with payment-in-lieu, develop appropriate land dedication provisions that are consistent with payment and true cost of providing proportionate services • Recommend changes to existing provisions G Potential for Impacts Fees and Alternative User-Fee Revenue Sources • County has authority for impact fees for parks and open space • Explore basis far designating fees and steps needed to implement • Explore other revenue sources and process for coordination among local jurisdictions • Recommend course of action.
