C. M®bers present: Chairman R. J. M. Hobbs, Commissioners Clarence Jones. Donald McDade, Donald Stanford and Henry Walker. Members absant: None ' Chairman Hobbs called the meeting to order and an¢ouneed that trio regular Clerk, Miss Hefty Juno Hayes, mould not be preset, whereupon on motion duly made and seconded, it was ordered that Mr. Sam Cattis, County Accountants be requested to act ae Clark to the. Hoard £cs this meeting. Mr. Gatos was passant and accepted the assignment. The minutes of the previous meetings ware read by the Acting Clerk'snd approved by the Hoard. The follord ng Depaztment Officials presented reports for the month of October, 1959: Frank Frederick, Delinquent Tay Collector Cashe Boggs, Dog Harden Honnla Davl s, Negro Home Demonstration Agent Shexma¢ Shelton, Negro Farm Agent Jam Parker, Welfare Superintendent E. M. Lynch, Clerk of Court Kathryn :H flat, Asst. Home Demonstration Agent and Dr. 0. David Garvin, District Health Officer, reported to the Board concerning the progress made on the Chronic Disease Protect being carried out in Person County, N. C. A committee composed of the Trustees of the Chapel Hill City Administrative School IInit and Joseph Johnson, Superintendent of said Unit, pre vented the following resolution to the Heard. Present: J. Kemptoa Jones, Chairman, and Mr. R. E. Jamarson, Mr. C. F. lfi last, Mr, J. R. Manley, and Mr. J. 14altcm Clark, Jr. Absent: Mr. Grsy Culbreth and Mrs. Marvin Men. Mr. R. That the Chapel Hi]1. City Eoazd al Fducati on has determimd and found as a fact that adequate school Tact7l.ties ere not non available in the Chapel Hill City Administrative Unit to como]y with the requirements of Section 3 of Artinlo IP of the Constitution of North Carolina for the malntenanca of schools six months in wary year, and that it is necessary, is order to maintain such six moaths~ school term as required by said Section 9 of Article 14 of the Constitution, to construct and equip en addition to the Glennwood School in Chanel Hi11, the estimated cost of which is $100,000. Section 2. That the Hoard of Commissioners for the County oS Orange ie requested to take all necessary steps, by the issuance of bands w othexMae, i.n order that funds mqy be provided for such school Tacillty. Section 9. That a copy of this resolution shall be certified to the Hoard of Commissioners fw said County. The committee presented its plans fw the proposed addition to the Glannwood School. The proposed addition is estimated to cost $144,000.00. It was stated that the Chapel. Hill Unit has available £or this addition the sum of $100,000,00, The Hoard expressed the seniment that they were not adverse to the Chanel Hill Unit using the &25,000.00 previously allocated Tor the purchase of a new school site to help defray the cost of the proposed Glenn- wood addition if the Chapel Hill Unit woo so desposed. A formal motion to this effect might 1G3 be passed at a later date if the Chapel R;ll Hoard so requested. The Chapel Hill Hoard xas requested to itrvestigate the possability of letting a contract for only partial c:mplatioa oC the building and using 11mds from neat years budget to complete the pzoAect. R. S. Smith, Chairman of the A.B.C. Hoard reque ated that spans be made wailabls in the courthouse to house the lax enforceaent branch of the County A.B.C. System. As this request xas irrvolved xith the pbssable relocation of the Home Demonstration kitchen action xas deferred until a final decision con be reached on the kitchen question. Lir. Nwille agai¢ appeared before the Hoard concernin the coaditlon of his cattle underpass. Chairman Hobbs advised lilt. Nwille of the Hoards cowersation xlth the official of the State Nighrray Depaztment and of their planned action. L. E. Heard, Officer in Charge of the Hells 4ue L!anufacturing Compat{y, appeared before the Board to protest the valuation of the machinery located in their plant. Llr. Heard contended the quipment in said plant xas xorth about J195,000.00 in 1954 and that the county's assessment was, in fact, discriminatory. The Hoard informed 16r. Beard that they xould consult the County Attorney about this matter xith particular reference to the authority they have to change previous assessments. Tho Board dlscussad xith Sassie Trowbridge, Home Demonstration Agent, the possibility of moving the Home Demonstration Agents office into tea room recentt.y vacated by the County Accomtaat. This move xovld enable the present Home Demonstration kitchen to be used by both the vrhite and negro Home D®onstration agents. ldiss Troxbridge xas opposed to this suggestion but stated that she xould discuss the matter xTth members of the vazious Home Demonstration Clubs in the county. The Sheriff detivared hie monthly report for October. Ha stated that one of his deputies, Burch Coapton, xas resigning to become a lax enforcemont officer for the County A.B.C. system at a substantial salary increase. The County Attorney presented to the Board eweral resolutions avi statamems relative to theproposed issue of 550,000.00 in bonds. That, pvrsuaat to the County Finauca Act, as amended, and in order to maintain the nix months' school term in said County of Orange as required by Section 3 of Article IY. of the Constitution, School Building Holds of the County of Orange, North Carolina, shall be issued in an aggregate principal amount sot exceeding $50,000 for the purpose of providing funds, xith other available 1luuis, for constructing aril equipping aa~arldition to the Glemvood School in Chapol Htll ~, in order to provide additional school facilities in the County of Orange. 2. The Hoard thereupon designated the County Accountant as the officer to make and rile xith the Clerk the statesent of debt sad assessed valuation of the County as required by The County Flnmce Act, as amended, to be flied before tae final passage of the order Which was introduced at this meeting. ls~ Thereupon the County Accountant filed with the Clark, in the pray®ce of the Hoard, the statement of debt and aeaeased valuation ae so required. On motion duly made and unanimously carried the Board fixed 10 oblock, A.'d., November 16, 1959> as the hour and date for the public hearing upon the foregoing order, end directed the Clerk to publish said order, together with the appended note as required by the Couwty Finance Act, as amended, is The News of Orange County not later than the tenth day before sold date.
