The Orange County ABC Board held its regular meeting on Wednesday, June 18, 2014 at 8:30 AM at the
Southern Human Service Building 251 Homestead Road Chapel Hill, N.C. These are the minutes of the
Open Session.
Present: Keith Cook, Chairman John Link Jr, Vice Chair
Elizabeth Stuckey, Member Tony DuBois, General Manager
Ron McCoy, Finance Officer Gregg Jarvies, Member
Angel Neighbours, Board Secretary Rosa Tilley, Member
Absent: Mark Dorosin, B.O.C.C. Liaison
Visitors: Mark O’Neal, Pickett-Sprouse Real Estate
8:36am Orange County ABC Board opens the Public Hearing for anyone that wishes to be heard
concerning the 2014/2015 Budget.
8:46am Mr. Jarvies makes a motion to close the public hearing, Ms. Tilley seconded the motion and the
vote carried.
Call to order: at 8:46am a quorum was present and Mr. Cook, Board Chairman, called the regular
scheduled Board Meeting to Order.
Mr. Cook read the Mission Statement: The Mission of the Orange County ABC Board and our
employees is to serve our locality responsibly by controlling the sale of spirituous liquor,
returning profits to Law enforcement, Alcohol Education, and the County Fund while providing
excellent service in customer friendly, modern and efficient stores.
Mr. Cook read the conflict of Interest Statement: The question was asked if anyone has a conflict
of interest with respects to any matters on the agenda? All present said nay.
1 Approval of the Open meeting Agenda: Ms. Stuckey made a motion to approve the Open meeting
agenda, Mr. Link seconded the motion and the vote carried.
2 Meeting Minutes: The Open minutes for May 20, 2014 were presented. Discussion was held. Mr.
Jarvies made a motion to accept the open session minutes, Ms. Tilley seconded the motion and the
vote carried.
3 General Managers Updates:
1. Law Enforcement Report: This report is required by the NCABC.
2. Law Enforcement Grant Payments: It would be preferred to change the law enforcement
payment structure to quarterly. Discussion was held and it was agreed that payments would be
made quarterly.
3. Property Negotiation: This item was moved to closed session.
4. Groundbreaking for Chapel Hill North: Following the meeting there will be a
groundbreaking for the new store on Perkins Drive in Chapel Hill North Shopping Center.

4 Project balance sheets for properties: (601 Valley Forge Rd and Lot 2, Perkins Drive): Balance
sheets are prepared each month for the Boards review.
5 Consent Agenda: May 2014
a. Financial Reports:
i. Comparative Statement of Net Assets
ii.Comparative Revenue and Expenses for May 2014 and May 2013
iii Actual-to-Budget May 2014
b. May 2014 and Year-to-Date Retail Sales
Discussion was held Mr. Link made a motion to approve the May 2014 Consent Agenda, Mr.
Jarvies seconded the motion and the vote carried.
6 Budget 2014/2015: Discussion was held. Ms. Stuckey made a motion to approve the 2014/2015 Budget,
Mr. Link seconded the motion and the vote carried.
7 Board Comments: Mr. Link and Mr. Cook congratulated everyone for a job well done.
8 Closed Session- In accordance of N.C. G.S. 18B-701(12)(sale of real property) 9:22AM Mr. Jarvies
made a motion to go to closed session, Ms. Stuckey seconded the motion and the vote carried.
9. 9:56 am Mr. Jarvies made a motion to return from closed, Ms. Tilley seconded the motion and the
vote carried.
Mr. Link made a motion to allow Mr. DuBois to negotiat a counter offer for the property at 122
Hwy 70 E Hillsborough, N.C. 27278 as discussed in closed session, Ms. Tilley seconded the motion
and the vote carried.
10:22am Mr. Jarvies made a motion to adjourn, Ms. Stuckey seconded the motion and the vote carried.
Meeting adjourned.
