HomeMy WebLinkAboutABC Board minutes 052014 Orange County ABC Board Meeting Minutes Tuesday May 20, 2014 The Orange County ABC Board held its regular meeting on Tuesday, May 20, 2014 at 8:30 AM in the ABC Boardroom at 601 Valley Forge Rd Hillsborough,N.C.These are the minutes of the Open Session. Present: Keith Cook,Chairman John Link Jr, Vice Chair Elizabeth Stuckey,Member Tony DuBois,General Manager Ron McCoy,Finance Officer Gregg Jarvies,Member Angel Neighbours,Board Secretary Rosa Tilley, Member Absent Mark Dorosin,B.O.C.C. Liaison Visitors: None Call to order:at 8:38am a quorum was present and Mr. Cook, Board Chairman, called the regular scheduled Board Meeting to Order. Mr. Cook read the Mission Statement: The Mission of the Orange County ABC Board and our employees is to serve our locality responsibly by controlling the sale of spirituous liquor, returning profits to Law enforcement, Alcohol Education,and the County Fund while providing excellent service in customer friendly,modern and efficient stores. Mr.Cook read the conflict of Interest Statement:The question was asked if anyone has a conflict of interest with respects to any matters on the agenda? All present said nay. 1 Approval of the Open meeting Agenda: Mr. Link made a motion to approve the Open meeting agenda,Ms. Tilley seconded the motion and fife vote carried. 2 Meeting Minutes: The Open minutes for April 15, 2014 were presented. Discussion was held. Ms. Stuckey made a motion to accept fire open session minutes,Mr.Jarvies seconded the motion and fire vote carried 3 Consent Agenda:April 2014 a. Financial Reports: i.Comparative Statement of Net Assets ii Comparative Revenue and Expenses for April 2014 and April 2013 iii Actual-to-Budget April 2014 Is.Apri12014 and Year4o-Date Retail Sales Discussion was held Mr. Link made a motion to approve the April 2014 Consent Agenda, Mr. Jarvies seconded Cite motion and the vote carried. 4 Project balance sheets for properties:(601 Valley Forge Rd and Lot 2,Perkins Drive): Balance sheets are prepared each month for the Boards review 5 General Managers Updates: 1.Law Enforcement Report:This report is required by the NCABC. 2 Chapel Hill North: Scheduling a ground breaking was discussed. A decision was made to have a groundbreaking after our June 2014 Board Meeting. 3 Parking Agreement: An Access and parking agreement with the Town of Hillsborough was discussed.The Town requested to have access to 8 parking spaces at 122 Hwy 70 Hillsborough, Open Session 5/20/2014 Page 1 of 3 pages Orange County ABC Board Meeting Minutes Tuesday May 20, 2014 N.C. Monday through Friday between the hours of 6am-7 30 pm. Ms. Stuckey made a motion to accept lire agreement,Ms. Tilley seconded the motion and the vole carried 6 Employee Retention: General Manager, Mr. DuBois presented a new longevity policy that would include all Orange County ABC Board employees. Discussion was held.Ms. Stuckey made a motion to approve the new policy and the name change to Employee Retention Benefit(see attached jar new policy),Mr.Jarvies seconded the motion and the vote carried. 7 Law Enforcement Grant:The Orange County ABC Board has budgeted$130,000 for law enforcement.The funds will be allocated as following: Orange County Sheriff's Dept. $86,000 Chapel Hill Police Dept. $20,000 Carrboro Police Dept. $16,000 Hillsborough Police Dept. $ 6,000 ONC Police Dept. $ 2,000 Discussion was held.Mr.Link made a motion to approve the allocation for Law Enforcement Funds,Ms.Stuckey seconded lite motion and the vote carried. 8 Alcohol Educations Grants: There were eight grant request received and one add on from Orange County Emergency services. The Orange County ABC Board has budgeted $156,550 for the Alcohol Education and Rehabilitation Funding.The funds will be allocated as following Chapel HiNCarrboro Schools $45,300 Orange County Schools $38,500 El Centro Hispano $10,000 Carpe Diem $12,000 El Futuro $22,000 Orange County Drug Court $20,000 Lutheran Services $ 39000 Mental Health Orange Co $ 59000 Orange Co EMS $ 750 Discussion was held Mr. Link made a motion to approve lite allocation for Alcohol Education and Rehabilitation,Mr. Jarvies seconded the motion and the vote carded 9 Budget Discussion and Approval: Discussion was held. Ms.Stuckey made a motion to approve the proposed budget will, adjustments to grant funding, Mr. Link seconded the motion and tire vote carried Final approval will be at the June 2014 Board meeting. 10 Board Comments:None 11 Closed Session-No closed session needed. 10:12am Mr.Jarvies made a motion to adjourn,Ms.Stuckey seconded the motion arid file vote carried. Meeting adjourned. 4-a) P � N haiTrE Signature and Date Board Secretary's Signature aid Date Open Session 5/20/2014 Page 2 of 3 pages Orange County ABC Board Policy and Procedure Manual Employee Retention Benefit The Employee Retention Benefit is intended to reward employees for continued loyal employment with the board and is based on years of service. Employee Retention Pay Schedule: Employee Retention Scale FT PT 1 Year 0.50% $50 2Years 0.75% $75 3Years 1.00% $300 4 Years 1.25% $125 5-9 years 1.50% $150 10-14Years 2.25% $225 15-19 Years 3.00% $300 20-24 Years 3.75% $375 25 Years plus 4.50% $450 <500 hours Eligibility for the first Year employee: Any employee who starts on or before June 15' is eligible for the Employee Retention Benefit and anyone hired after that date is not eligible until the following year. Eligibility after the first year: All part time employees who work 500 hours or more and all Full Time employees are eligible for their applicable Retention Benefit level based on length of service. Completed Years of Service: A completed year is a calendar year and any part of a month more than 15 calendar days qualifies as a full month of service. Annual Salary/Wages: Salary/wages include all pay eamed through salaries and wages received during the period December 151 of the prior year through November 30" of the current year. The only types of payment not included in the calculation is: ➢ Prior year retention benefit payment ➢ Lump Sum Check if applicable Separation: Retention pay is not pro-rated or paid when employees separate during the year. The Employee Retention Benefit pay will be included in the first pay period of December. 5-3 6/1/2014
