Report of the Chairs:
Co-Chair Bagby welcomed new members Bench, Bulkley and Roeder, and asked each new and existing member to introduce themselves and provide brief background. It was noted that only one
vacancy, Little River, now remained. (A brief orientation session for the new members was held at 6:00 pm prior to the meeting).
Report of the Director:
Stancil explained transitions that had occurred since the last meeting. Stancil will be serving as primary staff, but other DEAPR staff members will rotate and attend different meetings
to update the PRC on activities and issues in their areas of emphasis.
An update was provided on the Comprehensive Parks and Recreation Master Plan. Staff has been working on drafting possible needs assessment survey questions and other “boilerplate” sections,
pending the hiring of a contract person or firm to conduct research, demographic analysis and develop the survey instrument and public input component. However, no responses were received
to the RFP for these services in late-fall 2011. Staff has contacted and met with individuals who may be willing to perform some of the duties, and is otherwise re-tasking to accomplish
the project. The new target date for completion is end of 2012. This will be a major workplan item for 2012, and will be a standing agenda item.
A staff-level master plan for the remainder of Little River Regional Park has been underway, and a draft survey has been distributed for user comments. Staffs from Durham and Orange
counties have been working on a draft to fill in the gaps of the 2002 plan (which only addressed the 20-acre more developed portion of the site), which will be shared with public, PRC
and the BOCC later this spring or summer.
Stancil reviewed the meeting locations for 2012, which include several meetings in different locations. Due to HVAC, noise and lack of space with the now 11-member Council, the meetings
originally scheduled for the Central Recreation Center will be moved to the Environment and Agricultural Center meeting room (pending final approval after the April and June meetings).
Committee Reports:
Friends Group – The basic premise of the proposed Friends group was reviewed for new members. Dickinson reported no new activity, all that is needed is completion of the 501c3 application.
Bench noted he served on the Chapel Hill Friends group.
IPWG – No report (no meeting since last PRC).
Old Business:
Review/Prioritization of 2012 Goals: The Council reviewed the five adopted goals for 2012, and discussed the roles that members will need to play. Warren noted, and the PRC agreed, that
Mebane should be added to the list of municipalities for coordination. The Council discussed the situation with schools facilities and the issues related to that.
Hollow Rock Interim Management Plan: Stancil provided an update on the Hollow Rock Master Plan and recent discussions with Durham County and Chapel Hill to relocate unsafe existing user-created
trails. The PRC will be reviewing the forthcoming plans as they are developed (pending review by legal and risk management).
Northern Human Services Center Project: Stancil provided an overview of the project as presented to the BOCC on January 24. Vanhook asked about community interest in operating the facility,
and the group discussed the two options being discussed, and asked to be kept apprised of future activity.

The group was reminded the March meeting will be held at the Mebane Arts and Community Center, including a tour and discussion with Mebane Parks and Recreation Director Dean Ray.
