PURPOSE: To approve an Equipment and Vehicles Capital Project Ordinance and a Hazard
Mitigation Grant Project Ordinance.
BACKGROUND: -
Department on Aging
1. The County's 2000-2010 Capital Investment Plan (CIP) included matching funds of $32,239
to purchase Orange Public Transportation (OPT) vehicles in the current fiscal year. This
match equates to 10 percent of the total cost of the vehicles with the remaining funds
($290,156) to come from the North Carolina Department of Transportation. The approved
vehicles include a 20-passenger bus with a lift, four 24-passenger mini-buses with lifts, a
center aisle van and a wheelchair van. This amendment provides a budget for the receipt of
the State funds (see Attachment 1, Equipment and Vehicles Capital Project Ordinance).
Public Safety
2. On January 18,,2001, the Orange County Board of County Commissioners approved the
receipt of a $380,100 Hazard Mitigation Grant Program (HMGP) grant award from the North
Carolina Department of Crime Control and Public Safety. This grant provides funding to
assist two homeowners whose properties sustained substantial damage during Hurricane
Floyd and related heavy rainfalls during September 1999. Na additional County funds are
required for the receipt of this grant. The attached Hazard Mitigation Grant Project
Ordinance (Attachment 2 of this abstract) provides for the receipt of this grant.
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION(S): The Manager recommends that the Board of County
Commissioners adopt the attached capital and grant project ordinances.

Equipment and Vehicles Project
Capital Project Ordinance
Be it ordained by the Orange Caunty Baard of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the fallowing capital project is
hereby adapted.
Section 1.The project authorized provides funds to purchase County-owned vehicles and
major equipment. .The project will be financed with proceeds from the County's
portion of the one half cent sales taxes, appropriated fund balance from the County
Capital Projects Fund, and grant funds from the North Carolina Department of
.Transportation.
Section 2.The officers of the County are hereby directed to proceed with the project within the
budget contained herein.

Section 6. This ordinance supersedes all previous Equipment and Vehicle Capital Project
Ordinances.
Section 7. This ordinance shall remain in effect from July 1, 1998 until June 30, 2001.

Hazard Mitigation Grant Program
Grant Project Ordinance
Be it ordained by the Orange County Board of Caunty Commissioners that pursuant to
Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant
project is hereby adopted.
Section 1. The project authorized is the Hazard Mitigation Grant as awarded to Orange
County by the North Carolina Department of Crime Control and Public Safety.
This grant provides funding to assist two homeowners whose properties
sustained substantial damage during Hurricane Floyd and related heavy
rainfalls during September 1999.
Section 2. Under the terms of the agreement, Orange County will administer the grant as
fiscal agent. The officers of the County are hereby directed to proceed with the
grant project within the grant document, the rules and regulations of the North
Carolina Department of Crime Control and Public Safety.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental (2000-OI) $380,100
Section 4. There is no required County match for this grant.
Section 5. The following amount is appropriated far this project:
Public Safety -Hazard Mitigation Grant $380,100
Section 6. The ,finance officer is hereby directed to maintain within the grant project
sufficient specific detailed accounting retards to provide the accounting to the
grantor agency required by the grant agreement and federal and state
regulations.
Section 7. f=unds may be advanced from the general fund for the purpose of making
payments due. Reimbursement requests should be made to the grantor agency
in an orderly and timely manner.
Section 8. Copies of this grant praject ordinance shall be made available to the finance
officer for direction in carrying out this project.
Section 9. There are no positions authorized through this grant project ordinance
Section 10. This project ordinance is in effect until June 30; 2002.
