PURPOSE: Ta adopt a Resolution of Appreciation thanking Senator Ellie Kinnaird for her
sponsorship of the spay/neuter bill in the North Carolina Senate.
BACKGROUND: During the 2000 North Carolina General As$embly Short Session, Senator
Ellie Kinnaird introduced and sponsored Senate Bill 1184, which provides for low-cost spaying
and neutering of pets and establishes a program to educate pet owners about the value of
spaying and neutering their pets. With Senator Kinnaird's support, the spay/neuter legislation
was subsequently approved and ratified.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Baard adapt a Resolution of
Appreciation thanking Senatar Ellie Kinnaird for her work on behalf of the state's pets and pet
owners.

RESOLUTION OF APPRECIATION
TO SENATOR ELLIE KINNAIRD
FOR HER SPONSORSHIP OF THE
SPAY/NEUTER BILL
WHEREAS, Senator Ellie Kinnaird has been a tireless and vocal advocate for the Citizens of
Orange County through her service as a North Carolina Senator; and,
WHEREAS, Senator Kinnaird served the citizens of Orange County as Mayor of the Town of
Carrboro from 1987 to 1995; and,
WHEREAS, in 1995, the citizens of Orange, Chatham, Lee, Moore and Randolph counties
.elected Ellie Kinnard to be their, representative in the North Carolina Senate; and,
WHEREAS, Senator Kinnaird has served the citizens of Orange County and North Carolina as
an attoxney for N.C. Prisoner Legal Services, Inc., and has helped enrich the
community through her service to the Chapel of the Cross Social Ministries,
Summit House Board of Governors, Partnership for Children and the Day Caze
Services Association; and,
WHEREAS, each yeaz, thousands of unwanted pets become stray or nuisance animals, or are put
to death in animal shelters across the state; and,
WHEREAS, Senator Kinnaird introduced, sponsored and facilitated the approval of Senate Bill
1184, which creates a fluid to assist pet owners with spaying and neutering their
pets, and establishes a statewide program to educate pet owners on the benefits of
spaying and neutering their pets.
NOW, THEREFORE, be it resolved that the Orange County Boazd of Commissioners expresses
its sincere appreciation and gratitude to Senator Ellie Kinniard for her work on
behalf of the citizens of Orange County and the entire state of North Carolina as
their Senator and for her unyielding dedication to the pets and pet owners of our
state through her sponsorship and support of the low-cost Spay/Neuter Bill.
