Environmental Services Division DATE: 05-09-19 SUBJECT: Orange County Regional Landfills Environmental Monitoring Programs Proposal: FY 2019-2020 DAA Project No. R00592 Draper Aden Associates (DAA) proposes to provide professional engineering and environmental services to Orange County Solid Waste Management (OCSWM) in accordance with an existing Services Agreement between OCSWM and DAA. The subject proposal is intended to encompass services that will be provided during the 12-month period between July 7, 2079, and June 30, 2020 (FY 20 79-2020). More specifically, DAA shall provide the following services pertaining to environmental programs at solid waste facilities operated by Orange County Solid Waste Management. For clarity, services to be provided at each of three landfills are grouped separately. NORTH LANDFILL Task R00592-216N-01 Groundwater Sampling Event 51-CA (corrective action event) DAA proposes to conduct groundwater sampling event 51-CA(corrective action event)at the Orange County Regional Landfill (North Facility) during August, 2079. The subject sampling event is associated with the approved Corrective Action Plan (Underground Injection Permit) for the Northfacility. DAA plans to coordinate field and laboratory services, obtain groundwater samples (via Sherrill Environmental) from four monitoring wells, review sampling documentation received from field personnel, chemically analyze groundwater samples (via ENCO), and update the historical summary tables/ graphs. Task R00592-216N-02 Groundwater Sampling Event 52 (Event 2019 S2) DAA proposes to conduct groundwater sampling event 52 at the Orange County Regional Landfill — North Facility during November, 2079. DAA shall coordinate field and laboratory services, obtain groundwater samples, review sampling documentation received from groundwater sampling personnel, chemically analyze groundwater samples (ENCO), validate analytical data provided by the contracted laboratory, update historical summary tables, and prepare a report suitable for direct submission to NC-DEQ. During the subject sampling event, the laboratory will: ■ analyze samples obtained from twelve compliance wells (6801-MW04, 6801-MW06R, 6801-MW07R, 6801-MW14A, 6801-MW14B, 6801-MW15, 6801-MW16, 6801-MW17, 6801-MW20, 6801-MW21S, 6801-MW21D, 6801-MW22) and two surface water locations for the constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 13B .1600), plus those constituents listed in Appendix II that have been previously and reliably detected at this facility (mercury, naphthalene,sulfide) ■ analyze samples obtained from two "nature and extent" monitoring wells (6801-MW23, 6801- MW24), for the constituents listed in 40 CFR Part 258 Appendix 1 (15A NCAC 13B .1600), plus those constituents listed in Appendix II that have been previously and reliably detected at this facility (mercury, naphthalene, sulfide) ■ analyze samples obtained from four additional wells (6801-MW21S, 6801-MW21D, 6801-MW23, 6801-MW24) for chloride and carbon dioxide ■ analyze samples obtained from four monitoring wells associated with the groundwater remediation injection program (6801-MW21 S, 6801-MW21 D, 6801-MW23, 6801-MW24), for the following additional inorganic constituents, in accordance with the approved Underground Injection Control permit: manganese, potassium Blacksburg, VA •Charlottesville, VA •Hampton Roads, VA •Richmond, VA •Manassas, VA, Fayetteville,NC•Raleigh,NC DocuSign Envelope ID: D3F23F86-A740-4F6C-8F1F-3ED35AB81D1C Mr. Bruce Woody May 9, 2019 Page 3 of 12 ■ analyze samples of surface water obtained from two locations along Old Field Creek, for the constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 1313.1600), plus those constituents listed in Appendix 11 that have been previously and reliably detected at this facility (mercury, naphthalene, sulfide) ■ analyze additional samples obtained from well 6801-MW04 for constituents required by regulations for monitoring of C&D landfills (manganese, iron, chloride, sulfate, total dissolved solids, alkalinity) (well 6801-MW04 is associated with the monitoring programs for both the active C&D landfill and North sanitary landfill) ■ analyze additional samples obtained from well 6801-MW04 for quality control parameters ■ analyze one trip blank for quality control parameters DAA will prepare one printed copy of the report, which will be delivered to OCSWM. DAA will also prepare a digital version (Adobe Acrobat or functional equivalent) of the report and provide it to OCSWM and to NC- DEQ. Task R00592-216N-05 Groundwater Remediation Injection Permit Renewal DAA proposes to submit an application to renew the underground injection permit, which expired on November 30, 2018. The original permit was issued on December 16, 2013. This permit will allow continued injection-related activities at the facility. DAA will prepare one printed copy of the permit application, which will be delivered to OCSWM. DAA will also prepare a digital version (Adobe Acrobat or functional equivalent) and provide it to OCSWM and to NC- DEQ. Task R00592-216N-06 Environmental Compliance DAA proposes to respond to "unanticipated" issues concerning environmental regulatory compliance that may arise at North Landfill during the prescribed service period. DAA will prepare one printed copy of any correspondence that may arise in connection with this task, which will be delivered to OCSWM. DAA will also prepare a digital version (Adobe Acrobat or functional equivalent) of each correspondence and provide it to OCSWM and to NC-DEQ. Task R00592-216N-07 Civil Engineering Services DAA proposes to provide civil engineering services to assist in addressing a variety of problems that may arise at North Landfill during the prescribed service period. DAA will prepare one printed copy of any correspondence that may arise in connection with this task, which will be delivered to OCSWM. DAA shall coordinate field and laboratory services, obtain groundwater samples, review sampling documentation received from groundwater sampling personnel, chemically analyze groundwater samples (ENCO), validate analytical data provided by the contracted laboratory, update historical summary tables, and prepare a report suitable for direct submission to NC-DEQ. During the subject sampling event, the laboratory will: ■ analyze samples obtained from eleven compliance wells (6801-MW101, 6801-MW102S, 6801- MW102DR, 6801-MW103S, 6801-MW103D, 6801-MW104, 6801-MW106, 6801-MW107, 6801- MW11OS, 6801-MW111, 6801-MW112) for the constituents listed in Appendix ■ analyze samples obtained from one compliance well (6801-MW105) for the constituents listed in Appendix II ■ analyze additional samples obtained from well 6801-MW110S for constituents required by regulations for monitoring of C&D landfills (manganese, iron, mercury, chloride, sulfate, tetrahydrofuran, total dissolved solids, alkalinity) (well 6801-MW110S is associated with the monitoring programs for both the active C&D landfill and South sanitary landfill) ■ analyze samples obtained from well 6801-MW110D for total arsenic ■ analyze additional samples obtained from well 6801-MW110S for quality control parameters ■ analyze one trip blank for quality control parameters In addition to the above tasks, DAA plans to coordinate with field personnel to obtain leachate samples from the South Facility, and chemically analyze the samples for the constituents listed in Appendix I, plus BOD, COD, manganese, mercury, nitrate, sulfate, and phosphate. DAA will prepare one printed copy of the report, which will be delivered to OCSWM. DAA will also prepare a digital version (Adobe Acrobat or functional equivalent) of the report and provide it to OCSWM and to NC- DEQ. STORMWATER MONITORING PROGRAM Task R00592-219 Laboratory Analytical Fees (FY19-20) DAA proposes to process laboratory analytical invoices associated with the stormwater monitoring program. It is our understanding that County personnel will obtain the samples, and submit them to ENCO for laboratory analysis. Draper Aden Associates will not provide reports pertaining to the stormwater program. OWNER'S RESPONSIBILITIES. Owner shall provide access to DAA personnel to enter the landfill during normal operating hours, or on other days or times as mutually agreed, in order to provide the field services associated with the tasks outlined above. ,$_ 0 -E� COMPENSATION.
