Laughlin Environmental Services Division DATE: 09-24-19 SUBJECT: Orange County Regional Landfills Environmental Monitoring Programs Proposal: Statistical Evaluation (2019) DAA Project No. R00592-222 In order to precisely track the costs associated with multifaceted projects (such as solid waste facilities), we offer a task-oriented system of project management. Task-oriented project management consists of the following steps: • develop the scope of services for a specific task • develop a budget for that specific task • establish a project task number • invoice by that project task number Task. Draper Aden Associates proposes to (1) recalculate facility background concentrations and (2) prepare a petition to NCDEQ requesting approval of certain facility background concentrations for use as Groundwater Quality Standards (as deemed warranted). Budget. I have attached a cost estimate spreadsheet for providing the services described above. The cost of providing the proposed services shall not exceed $3,500. Orange County Solid Waste Management (OCSWM) will be billed only for the services actually rendered, equipment used, and supplies consumed while conducting the specified task. The actual cost of the project will not exceed the estimated amount without authorization from the OCSWM. DAA reserves the privilege of adjusting the effort expended on specific sub-tasks as deemed warranted, provided that such adjustments do not increase the cost of the project without authorization from OCSWM. DAA will provide one digital copy of the report to the OCSWM (Adobe Acrobat or functional equivalent). Exclusions. Deliverables do not include digital source files used in preparing the report (for example, MS Word, MS Excel, AutoCad files). Terms and conditions. Services will be provided in accordance with the content of this proposal and an existing Agreement between OCSWM and Draper Aden Associates (dated February 22, 2017). Background. During 2007 NCDEQ promulgated Solid Waste Section Limits for listed organic and inorganic constituents, and for most general chemistry parameters. The SWSL values were established in lieu of laboratory Practical Quantitation Limits (PQLs), and were intended to function as the laboratory reporting limits. In addition, many of the facility background concentrations were by default, the SWSL values, which was a benefit to most facilities. The use of the SWSL values was subsequently discontinued (memorandum dated May 29, 2018), and reporting limits are now laboratory specific (often, at a concentration much lower than the previous SWSL), which does not benefit most facilities. As a result, we recommend that the facility establish site-specific background concentrations for inorganic constituents to evaluate potential benefits to the facility as site specific background concentrations in lieu of Groundwater Quality Standards.
