Proposal: Nature and Extent Study (1,4-Dioxane)

In order to precisely track the costs associated with multifaceted projects (such as solid waste facilities),
we offer a task-oriented system of project management. Task-oriented project management consists of
the following steps:
x develop the scope of services for a specific task
x develop a budget for that specific task
x establish a project task number
x invoice by that project task number
Task. Draper Aden Associates proposes to prepare a Nature and Extent Study (NES) to meet the following
requirements of North Carolina Administrative Code Title 15A (Subchapter 2L, Section .0100, .0200, and
0.0300), as listed under 15A NCAC 02L .0106 (g):
The source and cause of contamination;
Any imminent hazards to public health and safety and actions taken to mitigate them in accordance
with Paragraph (f) of this Rule;
All receptors and significant exposure pathways;
The horizontal and vertical extent of soil and groundwater contamination and all significant factors
affecting contaminant transport; and
Geological and hydrogeological features including the movement, chemical, and physical character
of the contaminants.

Budget. The cost of providing the proposed services shall be $4,800 [Lump Sum]. The need to implement
this task was not anticipated; therefore, we did not include the cost of this task when preparing the budget
for fiscal year 2019-2020.
The cost of the proposed services is based upon a review of the effort associated with preparing prior NES
reports for other solid waste facilities.
Deliverables. DAA will provide a digital version of the report to the OCSWM (Adobe Acrobat or functional
equivalent). DAA will provide a digital version of the report to North Carolina Department of Environmental
Quality.
Exclusions. Deliverables do not include digital source files used in preparing the report (for example, MS
Word, MS Excel, AutoCad files).
Terms and conditions. Services will be provided in accordance with the content of this proposal and an
existing Agreement between OCSWM and Draper Aden Associates (dated February 22, 2017).
Background. During May, 2018, the NC DEQ required sampling for a new organic constituent (1,4-
dioxane). The November, 2018, sampling event at the Orange County Regional Landfill was the first event
conducted to include this newly regulated constituent. The laboratory reported 1,4-dioxane in eleven wells
associated with the Orange County Regional Landfill - North facility. Since this is a newly detected
constituent, the facility obtained verification samples from the two wells (6801-MW14A, 6801-MW20) at
which the largest concentrations of 1,4-dioxane were reported, then submitted the samples to a different
laboratory to either confirm or refute the initially reported concentrations. The verification analyses
confirmed the exceedances that were reported during the November sampling event.
In an electronic correspondence from NC DEQ to Draper Aden Associates (dated September 24, 2019), NC
DEQ stated, “As with other constituents of concern, if 1,4-dioxane is reported above the 2L standards, it’s
horizontal and vertical extent should be assessed with the intent to eventually initiate corrective action.”
Orange County Solid Waste Management previously characterized the nature and extent of constituents
that previously exceeded their respective Groundwater Quality Standards at the North facility, and
submitted the Assessment of Corrective Measures, Corrective Action Plan, and Corrective Action Monitoring
Plan to NC DEQ. The distribution of 1,4-dioxane appears to be consistent with the areal distribution of the
other volatile organic constituents that were addressed in the previously submitted Assessment of
Corrective Measures, indicating that the existing network of monitoring wells should be sufficient to
satisfactorily delineate the extent of 1,4-dioxane in the contaminant plume.
The subject proposal is intended to meet the requirements for determining the “horizontal and vertical
extent” of 1,4-dioxane in groundwater, as requested by NC DEQ on September 24, 2019.
