BACKGROUND: The Dispute Settlement Center began as a community mediation center in September 1978 to provide mediation services to Orange County residents, and was the first community mediation center in North Carolina. The Center now serves over 3,000 people through mediation, training, facilitation, and Restorative Practices for youth services, and is an essential partner for the courts, the schools, and government units, and a resource for residents. The Center is celebrating its 40t" year as a statewide leader in the provision of its services. FINANCIAL IMPACT: There is no financial impact associated with this item. SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal associated with this item. ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal impact associated with this item. RECOMMENDATION(S): The Manager recommends that the Board congratulate the Dispute Settlement Center on its 40 years of service to the community, and approve and authorize the Chair to sign the proclamation designating November 2019 as "Dispute Settlement Center Month". 2 ORANGE COUNTY BOARD OF COMMISSIONERS DISPUTE SETTLEMENT CENTER MONTH PROCLAMATION Whereas, the Dispute Settlement Center began as a community mediation center in September 1978 to provide mediation services to Orange County residents; and Whereas, the Dispute Settlement Center was the first community mediation center in North Carolina, and assisted in the formation of others around the state; and Whereas, the Dispute Settlement Center now serves over 3,000 people through mediation, training, facilitation, and Restorative Practices for youth services; and Whereas, the Dispute Settlement Center is an essential partner for the courts, the schools, and government units, and a resource for residents; and Whereas, the Dispute Settlement Center is a statewide leader in the provision of these services; and Whereas, the Dispute Settlement Center is celebrating its 40th year of operation; NOW, THEREFORE, we, the Board of County Commissioners of Orange County, North Carolina, do hereby proclaim November 2019 as "DISPUTE SETTLEMENT CENTER MONTH" in Orange County and invite residents to observe this month with appropriate programs, ceremonies, and activities.
