PURPOSE: To discuss issues of concern to the Chapel Hill-Carrboro Board of Education.
BACKGROUND: The Chapel Hill-Carrboro Board of Education identifiied a number of topics it
would like to discuss with the BOCC at the March 28 joint work session. Time has been
reserved specifically to address the topics noted below:
a. Need for funding. for 10th elementary school
b. Unfunded capital needs
Other topics identified by CHCCS are addressed elsewhere on this work session agenda.

FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this
meeting. However. decisions that may be made by one or more of the elected boards at
subsequent meetings are likely to have significant implications for future capital and operating
budgets.
RECOMMENDATION(S): The Manager recommends that the boards discuss the issues noted
and provide direction to staff, as appropriate.

Subject: Items for Joint meeting
Rod and John,
Below are items that we would like for you to consider for the agenda for
the Joint Board meeting on March 28th. Will this be at 7 p.m. at Southern
Human Services?:
Issues related to the upcoming bond referendum: What amount will be
considered? What is the calendar of events through November. How many
years should we expect this bond ref. to address in terms of our needs.
Unfunded capital needs: Our board would like the opportunity to share in
mare detail our unfunded capital needs request, which includes the
projects to be considered for the bond referendum.
Update on the need for Elementary School No. 10 and status of planning
process and request for planning funds
Report on status of overcrowding and projections
Status of Smith construction and opening date
Discussion on the setting of impact fee rates
Update on planning associated with alternative schools in the two school
districts
