MINUTES
Tuesday, August 13, 2019
Passmore Center
Board Members Present: Mary Altpeter, Colin Austin, Jeff Charles (board candidate), Vibeke Talley, Dick
White Jenny Womack; (Staff) Lisa Berley, Annie Deaver, Mike Komives, Janice Tyler, Shenae McPherson,
Beverly Shuford, Cherie Rosemond; and (BOCC) Commissioner Sally Green

AGENDA
1. Introductions and Announcements – Colin Austin, Incoming Vice-chair presiding
a. Colin welcomed the board and guest, Commissioner Sally Green, Orange County BOCC
2. Approval of Minutes – June 11, 2019
a. Approved
3. Any other Agenda items
a. Add Triangle J AAA Older American’s Act (OAA) online advocacy training. The OAA expires on
September 30, 2019 unless reauthorized
Director’s Report
4. Staff updates
a. Lisa Berley’s Retirement effective August 30: A retirement celebration will be held on
September 13 from 3-5 p.m. All welcome and invited to attend. Janice stated that Lisa has done
an incredible job providing individual consultation and travel training. Interviews for the
position will be held on Wednesday, August 14.
b. Welcome Wellness Therapeutic Recreation Interns from NCCU -Cierra Hoover and Lundan
Winchester. They will be working with Myra Austin and Latonya Brown to support and lead
fitness classes and to be trained for evidence based programs. Former intern, Emily Morgan,
will also be trained to lead an evidence based program.
5. 2nd Annual Working and Volunteering after Retirement – Exploring Your Options: Workshop was held
at the Durham Tech – Hillsborough Campus on July 17. The event was very successful with 53 in
attendance. Workshops focused on people seeking FT/PT employment, entrepreneurship, franchise
opportunities, volunteering, and ended with an employer panel. Great partnership with Durham Tech
a. Janice will ask Durham Tech about using their facility to ensure “Continuity of Operations” in
the event that the Passmore Center were ever out of operation
6. Caregivers Summit – August 20, Friday Center, Annual event sponsored by Transitions Guiding Lights.
Aging Transitions (AT) team members, Annie Deaver and Marie Dagger, will present a workshop at the
event entitled, “Self-care for Caregivers.” The event is August 20, 9 am-3 pm. AT presentation from 2-
3p session, all are invited to attend.
Continuing Business
7. Board Vacancies
a. Michael Zuber resigned from the Advisory Board on Aging, but will continue to serve on the
Adult Care Community Advisory Committee. We will look for someone from the committee to
be on this board as a liaison between both boards
b. Still looking for diversity on the board to fill positions, preferably from the African-American
and Asian-American community. The board was asked to promote service on the board and
refer those interested to Janice. Currently there are three vacancies, general at-large positions.
Need position responsibility blurb to be shared on all County & department media. Annie
Deaver, Mike Komives and Cherie Rosemond volunteered to write the recruitment blurb
i. Discussion to explore changing board meeting schedule, how often and meeting
management to attract new members and allow working adults to serve without taking
time off of work. Janice will send out a summary of issues and/or obstacles to serving to
current board members for input. Following input, the topic will be put on the agenda
8. Soltys Center Renovation – Phase 2
a. Phase 2, includes mold remediation and will also involve a kitchen remodel improving efficiency
9. Seymour Center Renovation Update
a. First construction meeting was held on August 12. The contractor and agreement are in place,
now waiting for the Town of Chapel Hill to give the needed permits. Contract was to complete
the build in 1-year; the construction company will not start the clock until permits are in place.
The center will remain open during construction
b. Renovation goals: Straighten the road, add 55 additional parking spaces, expand the Great Hall,
move the fitness studio and make the old fitness studio into offices.
2017-22 Master Aging Plan
10. Quarterly MAP updates - Cherie commented that out of all of the other counties with master aging
plans, we are the only one that is tracking our progress and implementing our plans. Out of 158 Orange
County MAP FY 18-19 indicators, only 4 have not been tackled in some way or another. Very
impressive!
a. Community Supports and Health Services – Shenae McPherson and Annie Deaver
i. Seeking new key partnerships going forward in year 3
ii. Work on an Orange County Department on Aging “Welcome Packet” Partner with
Chamber of Commerce to share information and distribute our packets to new
members of the community. Distribute to new members, SHIIP/VITA clients, elder law
clients. Partner with resident services coordinators, realtor associations, HOA,
apartment complexes, condo to pass on information
iii. Jenny Womack volunteered to be on the Community Supports & Health Services
Workgroup.
b. Transportation – Lisa Berley
i. Light Rail monies will be re-appropriated to the local level for decisions made about any
money that will come back to Orange County. Local citizens can influence how this
money is spent. Janice sent a letter with ideas how this money can spent to the BOCC
and County manager
ii. New service: OCPT Mobility on Demand – Uber like service ran by OCPT, using an app on
your phone. Service fills gap where Uber/Lyft are not covering. Rides can be scheduled
quickly without making advance reservations. Possibly going across County lines. Hope
to start in Fall 2019. Transport will be small vehicles that are wheel chair accessible.
iii. Door-to-door service through OCPT (EDTAP) has expanded where you can go to include
supermarket, job, interview, job fair and more. Cost: $3 one way with pick-up and
delivery across county lines for medical appointments. Cover all of OC
iv. Good response from Meals on Wheels with our transportation flier. They will distribute
twice a year to their clients. Will give fliers to OCRA for distribution.
c. Employment – Mike Komives
i. Mike will talk about “Are you Current on your Resume” at upcoming workshops in
September
ii. Updating employment guide for distribution and posting in multiple venues including, all
libraries and online Cybrary.
iii. “Ask Mike” sessions starting in Hillsborough 60-90 minutes per session.
iv. Partnered with NCBA-Title V Senior Worker Program and doing 2 job fairs for them.
Partnered with Orange County Correctional to offer workshops. October 2: DSS Job Fair.
v. Promoting and educating employers that it is “good business” to hire persons age 55+
vi. Looking at ways to get tax credits/incentives for people who hire persons age 55+
Continuing Projects
11. Project EngAGE – Class 5 begins September 12: Shenae reported that they are excited about the new
class which has a very diverse group of 14 participants. There will be 13 sessions. Speakers have been
confirmed

12. Dementia Friendly Business Campaign
a. No report
13. Senior Tar Heel Legislature
a. Dick White reported that the STH Legislature will be meeting Oct. 1-2 in Raleigh. Voting to be
held on for new administration and top 5 goals for people to advocate for to the legislature.
Dick will be attending.
14. Adult Care Home Community Advisory Committee
a. No report
15. Nursing Home Community Advisory Committee
a. Vibeke Talley reported that Brookshire Nursing Center, previously privately owned, has been
bought by Peak Resources, Inc. as of Aug. 1.
16. Housing
a. Dick White reported that the Orange County Housing Coalition will present to the Senior
Housing Collaborative on August 27 at 5:30 p.m. in Chapel Hill, all are invited. Jackson Center
will find, buy and rent houses to families in need preventing properties from being bought up
by investors, and keeping those available to low-income families. Green tract development set-
back, but hopefully something will happen in the future.
