PURROSE: To accept a federal grant that would reimburse the County's Department of
Emergency Management up to $40,000 to develop a plan and training program for Domestic
Terrorism Preparedness.
BACKGROUND: Terrorism is defined as "the use of force or violence against persons or
property in violation of the criminal laws of the U.S. for the purpose of intimidation, coercion or
ransom". In recent years, there has been an increase nationwide in these types of events,
including the World Trade Center bombings and school shootings. These events typically
involve the use weapons of mass destruction [bombs, automatic weapons, chemicals or
biological] to cause damage, injuries, and loss of life. Response to incidents resulting from
terrorism and weapons of mass destruction must be well thought out. These incidents cannot
be handled as routine calls because of the unique hazards they pose to the responders. Plans
must be developed for the responders and potential target facilities, such as schools and
government buildings, as places of mass gatherings.
The County has been notified by means of the attached grant award that it will receive $40,000
in federal funds that will be used to upgrade the County's Multi-Hazard plan to include an
element related to Weapons of Mass Destruction. The County's Emergency Management
Department serves as the hub in all major emergency events in the County. In addition, it
provides centralized training for responders and agencies that may be involved in responding to
these events. This grant will enable the deparkment to hire a temporary employee with
specialized knowledge in this subject matter to accomplish the training and planning goals. The
planning and training would involve all emergency responders, law enforcement, both school
systems, UNC-CH, UNC Hospitals, and selected county and municipal departments. It is
estimated that this project would take approximately one year to complete.

FINANCIAL IMPACT: There is no County match required far the receipt of this State-
administered Federal grant. The State will reimburse the County as each phase of the project
(as listed in the grant proposal) is completed.
RECOMMENDATION (S): The Manager recommends that the Board accept the Grant Award,
and authorize the Chair to sign it.

This Grant is subject to the obligations as may be reasonably prescribed by the Division of Emergency
Management and consistent with the purpose of N.C.G.S. 166A, as amended below.
1. The Grantee will perform all tasks and objectives set forth in the Orange County Public Safety
Domestic Preparedness Grant Request attached hereto.
2. Grantee will provide to the NCEM Terrorism Consequences Program Manager and to the
designated NCEM Area Coordinator within 90 calendar days of signed grant agreement and
every 90 days thereafter, a progress report detailing approximate expenditures, estimated
completion of deliverables, and project milestones.
3. Grantee will submit to the NCEM Terrorism Consequences Program Manager and to the
designated NCEM Area Coordinator a final report (both in paper and electronic format) detailing
all expenditures, project accomplishments, and project deficiencies at the completion of the
project, or upon grant expiration. This submission will be both paper and electronic.
4. Grantee must submit any request for a grant extension at least 60 days prior to the expiration of
the grant and must include justification for an extension period.
5. Grant funds will be dispersed on a reimbursement basis once the scope of work is met. Partial
reimbursement for each completed phase (i.e. Planning, Training, and Exercise) may be
approved with a detailed statement of expenses and completion of identified deliverables.
6. This grant may not be used (a) for weapons training or other law enforcement training that is
routinely conducted state and local law enforcement agencies, (b) for the purchase of equipment,
and (c) to supplant federal, state, or local government funding of existing planning, training, or
exercise programs.
7. Failure to comply with the specified conditions will result in the return of this grant award to North
Carolina Division of Emergency Management.

Enclosed please find a copy of the Grant proposal for Orange County. This
giant covers training and exercises with emergency responders and
industry personnel who would participate in a terrorism event.
The Orange County Emergency Management is requesting a grant package
in the amount of $40,000.00 to fund a Domestic Preparedness Project.
These special projects will address the planning, training, and resource
needs of Orange County regarding terrorism related events.

DISCUSSION
Emergency responders need training in~order to remain constantly aware of
surrounding events and stay prepared to respond to real. situations with confidence and
knowledge of response procedures. This grant wilt allow us to develop training using
the DOD domestic training format. The DOD training modules will be integrated with
emergency responder training to include initial and refresher training. The training will
be provided to Hospital, Public Health, Pire, Law, Emergency Medical Services (EMS),
Local Terrorism Preparedness Work Group (LTPWG) members, private industries, and,
on request, to the public. Orange County has 8 volunteer and 3 municipal fire
departments, 4 municipal police departments and the county Sheriff s department. The
training modules will be used to improve WMD response with emphasis on terrorist
incidents. The training .will be shared with all 100 North Carolina counties: The Baal is
to place infgr~mation on the county and state computer web site for mutual support far
all agencies. Ttris grant has the impac# to provide focal, state, regional and national
suplaart to emergency responders.
This~grant will help fund data-entry into our database relative to potential attack
and release of -hazardous materials of new and historical incidents. Data collected will
be integrated into a software system, which can then be .used by emergency response
personnel to obtain information an accidentally released chemicals. This grant will be
used for the development of local emergency response plans and exercises far county
fire; rescue, police, hospital and emergency service agencies including hazardous
materials (HAZMAT) responders. This.grant will be used to develop full-scale field
exercises for training to respond to terrorist attacks. This grant will be instrumental in
the improvement of hazard analyses, plume modeling, and risk management. The
grant will be used to expand computer geographical information systems for plume
modeling.. h will allow regional response and local hazardous material teams team
mitigation techniques, develop research capabilities, leadership skills, and
communication. The local terrorism planning work group will develop and administer
the WMD exercise.
Orange County Emergency Management is striving towards leading the way in
developing mitigation far the County's multi-hazard .plan that will enhance protective
actions., We request funding to conduct an effective use of the countywide response to
domestic preparedness. This grant will provide the needed resources and training
necessary to implement a positive response to terrorist incidents which would affect all
municipalities within the County and all emergency responders at the local and state
level.
Preparedness, prevention and protection for people; property, and the
environment is the goal far the domestic preparedness grant.

Background Criteria
Orange-Coenty ~s a fast growing community with ~a large population, high
industry volume, .and .numerous transportation systems. The county _
transportation network is vast and includes interstate highways and railroad.
The county .is~.dissected ~by major interstate traffic systems (including 1-85 and I-
40~ and other principal highways, including 11S 70, US 15, US 501, NC 57, NC
49, fliC.~4 and NC .157. These roads systems serve a heavy volume of private
passenger cars, commercial and .interstatetraffic, and several have military
.highway designs#ion. Orange County has 795 road.miies-with 28 of these miles
.interstate. ~#dditionaUy, Orange Couraty:has a major rail system that runs
#hrough our county. east to west thrflugh Hillsborough, with one spur line south
through. the.town of ~Cacrboro. The ~iorace-Williams Airport is located in Orange
aunty, -which serves as a fixed-base operation and a plane repair facility. The
Couraty~is inthe main`~ight path for~hie Piedmont Triad International Airport.
Orange County has several lakes, fivers and wetlands that drain into both the
Meuse liver and Oape t=ear basins that must: be protected from potential
contamination
Orange County is centrally loco#ed~in the Piedmont section of North
Carolina and is bounded on.the East.by Durham County, on the Svu#h by
Chatham .County, on the North by Person and Caswell Counties, and on the
Wes# try:Alamance County. The current popula#ion. is 11;000 with a land area
#otalang 398 square miles.
Orange County has a large number of hotels and motels, which serve for
classes, con#erences and numerous vthersvents tha# are held within our county
and neighboring .communities. ln.addition, Orange County has bath state and
federal government facilities. Our county is closely afFiliated with the Research
Triangle ~Parlc,, which has experienced terrorist incidents. The University Of North
Carolina a# chapel ~Il and IiNC Hospital offer world-class teaching, tertiary
medical care and medical research. The densely populated area on and around
the UNC -canapes has a multitude of ~ovErnment and private research
laboratories and facilities. The University has a diverse student population of
~1;AOII and receives :visitors and guest from around the.world. The University Of
Nor#tr Carolina Hospital has 913 beds. The University hosts large athletic and
entertainment events, training programs and~onferences...The locations, events,
and important facilities make Orange County a potential target for domestic and
.international terrorism.

PURPOSE
The purpose of this grant is to provide planning, training, develop response
capabilities, and -conduct a countywide exercise.
GOALS
• Provide quality terrorist training #o emergency responders.
• Ensure an information exchange an terrorism issues.
• Improve Orange County's Multi-Hazard Plan tv better address terrorism.
• Conduct a community exercise to deter a terrorist event.
Promote .measures to protect facilities.
Train and improve faciliny persvrtnel to address a terrorism threat.
OBJECTIVES
• Unify the efforts for the implementation of~the Incident Command System
(Guidelines) using the Department of Defense (DOD) domestic preparedness
process.
• Pramate training on enhancement of countywide awareness on terrorism through
the DOD training cycle.
• Disseminate and develop information to emergency response agencies (brochures,
guidelines, handouts and electronic media.),
• improve the mass casualty preparedness for hospitals, fire, rescue, hazardous
material team and emergency medical services in Orange County.

Write a terrorism annex (roles and responsibilities) for the County multi-hazard plan.
• Coordinate, develop, and implement Weapons of Mass Destruction (WMD) exercise

the~county for planning, training and exercising county responders.
