Director), Rachel Plast (Administrative Assistant), Tenille Fox (Communications Specialist) Call to order: 6:30 p.m. Review and adoption of the Agenda: approved Summary of May 15, 2019, meeting: approved Review of public participation guidelines: Not reviewed General Public Comments on items not on agenda: None Membership Updates: ● Reappointments: Ed Tiryakian, Beth Grooms and Lee Pickett reappointed ● Susan Elmore (outgoing remarks) ● Gifted personal license plate (“Spay”) to the shelter Animal Services Advisory Board Updates: Old Business Update from Wild and Dangerous Animal Task Force ● Met again on May 31 at Amanda’s home with intent to move forward on three initiatives ○ Clarifying the definition of “wild and dangerous” to include epidemiology ○ Clarify the list of species to focus rather than on an exhaustive list, but on realistic, imminent threats ○ Develop procedural recommendation for how the list itself can adapt and change in response to rapidly evolving realities ● At a big fork in the road: Big question is whether exemptions/changes should be about the class of animal or to the individual owner ○ Next meeting is to nail down consensus and a recommendation on this question of exemption protocol ○ Additional comments from the board: ■ Also need to consider the adjudication process--who will hear and rule on exemptions? ■ Will intentions of W&D animal owner be taken into consideration (i.e., to breed vs. as pet)? ■ Public perception around social acceptability and possible spread of desire by citizens to also own exempted species New Business ● Free Roaming Cats—Bob Marotto and Tenille Fox, Communication Specialist ○ Co-existing with free roaming cats brochure ■ Catio handout ● Suggestions to popularize catios: ○ For next year’s Open House, we sponsor a contest for local contractors to compete for best structures, locate them around the OCAS grounds ○ Have a table at Fall Fest with catio demos and information ■ Outside enclosure demo ● Other Animal Servicers Updates ○ Open House ■ Turnout was excellent, as robust as in recent years, lasted throughout the event ○ Rabies Clinic June 8 ■ ~80 vaccinations ○ Dog Walking Trail ■ Duke Energy still working, preventing some trail efforts from proceeding until that’s done ■ Working with TOCH on permission to use part of the RCD around solid waste facility ○ Addition of music/sound system is nearing completion ○ Budget was adopted: AS budget was adopted as recommended more or less as is ■ Waiver for license fees for barn cats was eliminated ■ Final budget: ~$2.3MM (level) ○ Lost/Found billboard going up at 86 & 70 in Hillsborough Adjournment and next meeting: • The meeting was adjourned at 7:50 p.m. The next meeting is August 21, 2019, at 6:30 p.m., Orange County Animal Services Center.
