BACKGR ND The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Sealed bids were solicited from participating contractors on February 21, 2001. Bid results are attached. Three bids were received for the unit with Taylor Home Improvements submitting the lowest responsible bid for the dwelling unit. FINANCIAL IMPACT: The HOME Investment Partnership Program provides funding for this program. Paint the block, trim, doors, siding and rear porch ceiling with exterior latex paint. Prepare the handrails for paint. Paint the handrails with an oil primer and an oil base paint. Stain the rear deck and handrails with an oil stain and sealer. 2. Secure the front porch railing to the house. 3. Replace the foundation vents with louvered foundation vents. 4. Repair the front steps. 5. Install vinyl gutter guard on the front and rear gutters. 6. Install elbows at the rear downspouts and install a plastic splashblock under each downspout. Replace the left/rear downspout. 7. Remove the oil tank. 8. Expose the front footer 24 inches from the house. Install Dry Lock waterproofing from the footer to the yard height. Install #6 crushed stone and perforated drainpipe to run 15 feet past the left end of the house. Connect the front downspouts to solid drainpipe to run next to the perforated drainpipe. Cover the drainpipe with landscape fabric and #6 crushed stone. Cover the stone with dirt from the removal. Seed and straw all disturbed surfaces. INTERIOR LIVING ROOM AND HALLWAY: Remove the existing front door unit and storm door. Install a six panel, metal insulated door unit with eight-inch jambs, weatherstripping and threshold. Install a lockset and dead bolt to be keyed the same. Install a wide view peephole. Install matching casing. 2. Install an aluminum storm door with pneumatic closure and vinyl sweep. Remove approximately 96 square feet of sheetrock. Install matching sheetrock, tape and finish smooth. Install a textured finish to match the existing. 4. Paint the ceiling with ceiling white, latex paint. Paint to cover completely. 5. Install vinyl replacement windows and trim. Install a 4$-inch, insulated picture window to replace the existing picture window. 6. Paint all new window trim and the front door with semigloss latex paint. Paint to cover completely. Clean the paneling, door and trim. Paint with two coats satin finish polyurethane. 7. Clean the floor with varsol. Install four coats of latex polyurethane. KITCHEN: Remove the existing rear door and storm door. Install an eight-inch jamb, metal insulated door unit with weather-stripping and threshold. Install lockset and deadbolt to be keyed the same as the front door. Install a wide view peephole. Install matching casing. 2. Install a 7-inch, aluminum, double bowl kitchen sink, strainers, washerless faucet drain assembly, supply lines and cutoffs. 2. Install a handicapp commode, cutoff and supply line. 3. Install a 19-inch vanity, molded top, washerless faucet, supply line and cutoffs. 4. Install a new faucet on the tub. S. Install a washing machine box in the leftlfront bedroom. Make all necessary waste and supply connections. 6. Install a 3/4 inch pipe on the pressure relief valve. 7. Install a sump pump in the basement. Install the pump in a two-foot in diameter, concrete well with 3 inches of #6 gravel in the bottom. Connect the drain to the sewer line. ELECTRIC: 1. Install a 200-amp meter center, mast, weatherhead and service. 2. Replace all the existing interior and exterior light fixtures. 3. Install GFI outlets in the kitchen and bath. 4. Install washing machine and dryer connections. 5. Repair the electric cover on the hot water heater. 6. Install a ductless range hood over the stove.
