BACKGROUND: The resolution to approve the project activities for the 2017-2018 HOME program, adopted by the Board on June 6, 2017, included the approval of $69,480 to EmPOWERment, Inc., to acquire a single-family property for lease to households earning 80% or less of area median income. The resolution also included a project activity earmarking $55,839 in funds to the Orange County Department of Housing and Community Development to rehab the unit acquired by EmPOWERment. However, the second sentence describing the rehab project activity contained language that was incompatible with the language of the acquisition activity. Specifically, the language stated that "This program will provide rehabilitation to owner-occupied homeowners throughout Orange County earning less than 80% of the area median income." Since EmPOWERment provides affordable rental housing to renters earning 80% or less than the area median income, approval is requested to change this second sentence to read "This program will provide rehabilitation activities for rental properties occupied by tenants earning 80% or less of the County's area median income." During the recent monitoring visit, this change was requested by HUD and should be undertaken before any funds are expended for this activity. 2 FINANCIAL IMPACT: There is no negative financial impact to the County. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item: • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. The creation and preservation of affordable housing options helps to meet a basic need and advances economic self-sufficiency. • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. Affordable housing options allow individuals to reduce risks associated with being un- housed. ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal impacts are applicable to this item: • ENERGY EFFICIENCY AND WASTE REDUCTION Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; 3) increase the use of recycled and renewable resources; and 4) minimize waste stream impacts on the environment. • RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY Assess and where possible mitigate adverse impacts created to the natural resources of the site and adjoining area. Minimize production of greenhouse gases. Housing staff will undertake the above as it relates to any work write-ups developed and rehabilitation work conducted, to the extent feasible. RECOMMENDATION(S): The Manager recommends that the Board approve the attached Resolution to correct the language in Resolution 2017-037, adopted on June 6, 2017 authorizing the Orange County FY 2017-2018 HOME Program Design. 3 RES-2019-055 Attachment I RESOLUTION AUTHORIZING CORRECTION OF LANGUAGE IN RESOLUTION 2017-037 ADOPTED DUNE 6, 2017, WHICH AUTHORIZED THE ORANGE COUNTY FY 2017-2018 HOME PROGRAM DESIGN BE IT RESOLVED, by the Orange County Board of Commissioners as a member of the Orange County HOME Consortium approves the correction of language in Resolution 2017-037 adopted June 6, 2017 so that the second Housing Rehabilitation project activity reads as follows in its entirety: Housing Rehabilitation Funds will be allocated to the Orange County Department of Housing and Community Development for housing rehabilitation. This program will provide rehabilitation activities for rental properties occupied by tenants earning 80% or less of the area median income. Homeownership Assistance Funds would be allocated to Orange County Habitat for Humanity to provide deferred payment zero interest second mortgages for ten (10) homes throughout Orange County. Homes will be sold to households earning between 30 percent and 65 percent of the area median income. (Requested amount: $250,000) $250,000 Acquisition Funds would be allocated to EmPOWERment, Inc., for the acquisition of a single family property for lease to households earning 80%or less AMi. (Requested amount: $147,900) $ 82,000 HousingRehabilitation Funds would be allocated to Rebuilding Together of the Triangle to provide critical repairs, accessibility modifications, and home performance upgrades to low-income homeowners throughout Orange County earning less than 80% of the area median income.
