BACKGROUND: The BOCC has expressed a desire to formulate a legislative package to pursue for the 2001 North Carolina General Assembly Session which began on January 24, 2001. A list of potential legislative items was initially developed by the Legislative Issues Task Force and was previously provided to the BOCC. Those items have been further reviewed and refined by the Task Force and compiled into draft resolutions and proposed bills for Board review. Members of the Board are scheduled to meet with Orange County's legislative delegation to discuss various legislative items an March 12, 2001. The Board needs to hold the public hearing on the potential legislative items in preparation for presenting its proposals to the delegation for consideration during the 2001 General Assembly Session. After the public hearing, the Board will need to review and consider approval as necessary of the resolutions, proposed bills, and other materials as developed by staff and the County Attorney (provided via separate cover). This will allow those items to be delivered in final form to Orange County's legislative delegation and to the bill drafting division of the General Assembly. The local bill introduction deadline is March 14, 2001 and the public bill introduction deadline is March 28, 2001. It should be noted that the work of the Legislative Issues Task Force to this point is based on the current information available and the outlook for the 2001 General Assembly Session. The issues addressed by the Task Force and incorporated into the draft resolutions and proposed bills may evolve and change over the session and require additional .attention by the Task Force and Board of Commissioners. New issues may also arise necessitating additional review. It should also be noted that the Legislative Issues Task Force will meet again in the near future to discuss the County's legislative process and lobbying plans for the 2001 legislative session. A starting point for Task Force discussion will be the 2000 legislative process document adopted by the Board last year, and the issues to be addressed will include partnering with other entities, a format to address the need for an immediate County position on a particular legislative .proposal, and other topics. FINANCIAL IMPACT: None at this time.
