BACKGROUND: In June 2004, the Commissioners authorized staff to move forward with the design of lighting far Smith Middle School playing fields pursuant to the interlocal agreement among the County, Chapel Hill Carrboro City Schools and the Town of Carrboro. In order to take advantage of any economy of scale that might be available, the County chose to bid the Smith Middle School project and the Efland Park lighting in tandem. The apparent low bid for the combined project was submitted by Tommy Lawrence Electrical Contractors for the sum of $280,618, well within available funding for both projects. The equipment delivery lead time is approximately six to eight weeks; however, the contractor is attempting to expedite the order in an attempt to minimize the time periods during which the playing fields at Smith Middle School would not be available for play. The Recreation and Parks Director is coordinating with the school and town to keep them informed of the anticipated disruptions as well. At this point, staff would anticipate installation of the lights at Smith to be completed by the end of September. The lighting at Efland Park will begin the development sequence that will include the construction of a picnic pavilion, installation of playground equipment and trail development. At this time, the lighting project at Efland is projected for completion by mid-September. Assuming that to be the case, the picnic pavilion would be completed by mid-October and the playground installed by early-November. Americorps volunteers will build the trails at the Efland location through a grant awarded to the County. The timeline for completion of the trails is projected to be March 2006. However, this timeline is tied to the availability of Americorps volunteers and therefore is subject to change. FINANCIAL IMPACT: The combined project totals $280,618, and staff will be receiving the allocation of costs for each part of the project from the engineer. The bid was submitted on a lump sum basis, RECOMMENDATION(S): The Manager recommends that the Board award a bid to Tommy Lawrence Electrical Contractors, Inc, Roxboro, NC in an amount not to exceed $280,618; and authorize the Purchasing Director to execute the appropriate paperwork.
