PURPOSE: To consider making one reappointment to the Chapel HiII Public Library.
BACKGROUND: The term of Ms. Evelyn Daniel will expire on 6/30/2005, She wishes to be
reappointed and she is eligible,
On May 15, 2001 the BOCC, inadvertently appointed Evelyn Daniel to the Hyconeechee
Regional Library, Board. The abstract should have read Chapel Hill Library Board. Ms, Daniel
has never attended a Hyconeechee Library Board meeting, Ms. Daniel has been attending
Chapel Hill Public Library Board meetings and wishes to be reappointed to the Chapel Hill
Public Library Board.
FINANCIAL IMPACT: None,
RECOMMENDATION(S): Consider making one reappointment to the Chapel Hill Public Library, as
the Board may desire,

ARTICLE IX.
LIBRARY BOARD OF TRUSTEES
Sec. 2-140. Created; named.
There is hereby created a library board of trustees for the Town of Chapel Hill,
(Ord. No, 0-80-32B, 5-26-80)
Sec. 2-141. Membership; terms.
The library board of trustees shall consist of nine (9) appointed members as hereinafter
provided, Their terms of office shall be four (4) years or until their successors are appointed and
qualified.
The terms of members appointed prior to May 1, 1980 shall be continued for the term of
the original appointments. When such terms expire, the new terms shall be filed in accordazrce
with this article. The terms of all members shall expire on .June 30kh.

Sec. 2-142. Appointment; vacancies.
Eight (8) members shall be appointed by the mayor and council. One (1) member shall be
a resident of Orange County appointed by the Orange County Board of Commissioners..
Vacancies shall be filled in the same manner as original appointments.

Sec. 2-14.3. Meetings; chairman.
The librazy board of trustees shall regularly hold meetings at such times and places as it
shall determine. It shall select from its membership a member to serve as chairman azid such
other officers as it deems appropriate to serve for a term of two (2) years.

Sec. 2-144. Duties.
[Duties of the library board of trustees shall be the following:]
(a) Advise the council, town manager, and library director concerning all matters
relating to the operation of a public library system for the town, taking into
consideration the needs and attitudes of library users and staff.

(b) Advise the council, town manager, and library director as to the use and daily
operation of library services and facilities.
(c) Work cooperatively with the friends of the library in support of the library.
(d) Make recormnendations to the council concerning the construction and
improvement of buildings urd other structures for the librazy system.
(e) Advise the council, town manager, and librazy director concerning the annual
budget of the library system.
(f) Monitor gift and memorial donations and endowments of the librazy, and advise
the council on the expenditure of these funds.
(g) Recommend a schedule of fines and charges for the late return of, failure to
return, danrage to, and loss of library materials, and take other measures to protect
and regulate the use of such materials.
(h) Advise the council on the extension of privileges to and use of the library by
noruesidents of the town and any fees associated therewith.
(i) Advise the town manager concerning the appointment of the library director..
(j) Make an amrual report on the operations of the library to the council and make an
annual report to the deparhnent of cultural resources as required in North Carolina
General Statutes, Section 125-5.

Dear Ms. Evans,
As you know, Evelyn Daniel's term on the Chapel Hill Public Libray Board of Trustees is about to
expire. Ms. Daniel has indicated to me that she would be interested in serving another term. Because
of her significant conisibutions to the Boazd during the past critical years of the Library's development,
the Boazd strongly endorses Ms. Daniel's reappointment.
I would like to add that I have worked closely with Ms, Daniel during her term and have benefited
from her professional larowledge and her attitude toward corrnnunity service.. I would feel honored to
continue working with her if she is reappointed.
