PURPOSE: To receive direction from the Board of Commissioners on how to proceed with the
proposed redesign of the County's web site.
BACKGROUND: The IT Plan and Strategic Communications Plan both include initiatives to
improve the effectiveness and usability of the World Wide Web for communicating with citizens
and Commissioners. The IT Plan "Citizen and Board Access" initiative has led to further
development of the County's web site and an Intranet site. The Strategic Communications Plan
has led to a more unified approach in maintaining information on the current web site.
In April 2000, a staff committee made up of representatives from County departments began
meeting with the goal of recommending to the Board of Commissioners a method by which the
County web site would be redesigned to accomplish the goals of the IT Plan and Strategic
Communications Plan. This committee held several meetings with representatives of the State
Division of Information Technology Services (ITS), who performed a consultant study, and
submitted an analysis of the current County web site and a proposal for a web site redesign
project. Their proposal included a prototype to demonstrate the site's potential "look and feel."
On May 31, 2000, the chair of the County Information Technology Advisory Committee
submitted a memo to the Board of Commissioners endorsing the ITS proposal.
On June 29, 2000, the Board of Commissioners referred the proposal to a committee made up
of Commissioners Halkiotis and Brown, and staff, to study how the County's various
communications efforts, including the web site, County video, and Report to the People, could
be integrated under a unified theme. On January 16, 2001, this group completed its work, and
on February 7, 2001, the Board approved the County video component.
FINANCIAL IMPACT: The original ITS proposal recommended a three-phase web redesign
project with a total cost of $137,796 over two fiscal years. There are several hundred thousand
unexpended dollars accrued in the IT Plan at this point, although the majority of that funding is
currently earmarked for legacy software system replacement (such as Business System
software to replace current Finance, Budget, Purchasing, and Personnel applications used by
all County departments). When the Board decides to what extent it wishes to pursue redesign
of the County's website, it may be helpful for the Board to determine if reallocation between IT
Plan initiatives of a portion of funds already accumulated under the IT Plan in the CIP is
necessary and appropriate.

RECOMMENDATION(S): The Manager recommends that the Board discuss the web redesign
proposal and authorize staff to pursue one or more of the following options:
a) request that ITS resubmit a proposal for the web redesign project with updated cost figures
and revisions addressing concerns expressed by Commissioners Halkiotis and Brown during
discussions with the theme group;
b) issue a Request for Proposals inviting other potential vendors who provide web redesign
services to bid on the redesign project; and/or
c) as the Board decides.

Orange County Web Redesign Project
Background
Inet Staff Committee has been meeting since 1997 to guide. Web and Intranet development
Current site assessment and needs analysis conducted Spring 2000 by NC Dept of Commerce
Information Technology Services (ITS)
Assessment study, coordinated by Inet Committee and with Department Directors, resulted in prototype
Web site appearance, project plan and scope of work
Web Redesign Project Objectives
• Update and Streamline the Web Site
1. Review existing content and modify existing content accordingly to reflect the current services
provided by the County
2. Establish a web presence for departments not now represented
• Make the Web Site More Engaging and Easier to Use
1. Redesign the Web site to contain consistent appearance'and navigation components but allow for
each department to customize their "look and feel` to properly express the uniqueness of the
service they provide. The "look and feel' for each departmental web site will be driven by color,
graphics, and content. All departments will use standard site navigation and style sheets.
2. Define requirements for on-line access to and submission of forms (e.g., volunteer applications)
pertaining to specific departmental needs
3. Define technical and functional requirements to support a bilingual web site
4. Navigation of the sites (main and department pages) will be standardized, easy to use, and
logical in flow.
5. Redesign to ensure the Orange County web site is compliant with the NC Technical Architecture
and web design standards adopted by ITS that include both international Web standards and
standards for accessibility for disabled persons.

Phase I - Current Web Site Conversion/Redesign (4-8 weeks, cost not to exceed $58,715 - 729 Hours)
Phase II - Departmental Web Site Development (8-12 weeks, cost not to exceed $58,983 - 727 Hours)
Phase III - Intranet Redesign (4 weeks, cost not to exceed $20,098 - 250 Hours)
Total cost not to exceed $137,790, up to 1,706 person-hours, average rate of $646 per person-day

The ITC feels strongly that Orange County should have an effective Web
presence that addresses the needs of all County stakeholders. This has been a
fundamental part of the County's strategic plan for information technology, and
this direction is wholeheartedly endorsed by the ITC. Web-enablement is for
both Internet and intranet accessible resources; we believe that the County IT
staff has done significant work in helping move the County forward in this area,
especially given the limited resources for this type of work.
Technology in Web delivery of information is progressing very quickly, however,
and we feel that there is significantly more that can now be done to improve the
effectiveness of the County's web presence for the citizenry as well as the
County staff. The County IT staff, in conjunction with the Inet Staff Committee,
has developed a proposal to be completed by the State ITS team-to consolidate
the gains so far and to redesign the County's web site. This work will update the
Web site and make it more efficient, easier to use and more engaging, as well as
make it more usable and maintainable by the County staff. It will position the
County to Web-enable access to more dynamic database_driven information.
Additionally, this work will ensure that the County's Web site is congruent with
the emerging State standards for Web and E-Commerce architecture.
The ITC supports the three phases of the Web Redesign Project. We feel that
this is a good use of resources with sound deliverables. The County IT staff has
the ability to review these deliverables at each phase, and in the event that
funding or resource difficulties are encountered, the County will have useful
updates to its Web site in place at each step. The ITC encourages the
commissioners to fully support this initiative.

1. Purpose
Orange County requested BTS assess their current Internet and Intranet websites to determine how to
redesign the content and appearance to better convey the image that Orange County wants to present to
its citizens and employees.
i. Objectives
The stated project objectives are:
• Assess the existing Orange County intemet and intranet sites to determine how to best redesign
both web sites to reflect Orange County's vision and personality
• Review existing content and modify the information accordingly to reflect the current services
provided by the County
• Establish a web presence for smaller departments
• Streamline the update process and introduce the use of automated tools for maintenance
• Design standard style templates and graphics
• Define calendar update requirements
• Define requirements for on-line access to and submission of forms (e.g., volunteer applications)
pertaining to specific departmental needs
• Provide hosting and maintenance support services for the intemet site compatible with the
existing IT infrastructure of Orange County
• Define technical and functional requirements to support a bilingual web site
• Identify tools to track standard web statistics to effectively monitor site activity

• A redesigned web site will convey the true essence and mindset of Orange County-it will provide
the first and, hopefully, lasting impression of the County.
• Navigation of the sites (main and department pages) will be standardized, easy to use, and
logical in flow.
• Redesign of the sites will contain consistent components (e.g., 'navigation) but will allow for each
department to customize their "look and feel" to properly express the uniqueness of the service
they provide. The "look and feel" for each departmental web site will be driven by color, graphics,
and content. Standard site navigation and style sheets will be used by all departments.
• Orange County personnel will be able to maintain the pages via simple maintenance tools that
BTS will identify and test. Training will be offered on selected tools.
• Redesign will ensure the Orange County web site is compliant with the NC Technical Architecture
and web design standards adapted by ITS that include the following:
• NC GILS -North Carolina Government Information Locator Service Standards for Public
Information
• IEEE -Testing and Design Standards
• American Disability Act (ADA) - Standards for the visually impaired
• W3C - World Wide Web Consortium design standards .

4. Scope
The scope of this engagement is to provide technical assistance to Orange County Information Systems
(OCIS) for the redesign of the existing Internet and Intranet sites. Work will be executed in phases, and
OCIS has the right to terminate this agreement at the end of each phase. Based on the recommended
design approach and complexity of this project, the estimated duration for this project is 16--24 weeks. A
high-level description of each phase is provided below.
4.1 Phase I - Current Internet Web Site Conversion & Redesign (4 -$ weeks)

S. Assumptions
General
• Links will be added as content becomes available throughout the project life cycle
• If additional hours are needed for any role, a change request (that can be generated by either BTS or
OCIS) will be submitted for both parties' signature.
• It is the sole responsibility of OCIS to access and approve the funds in the change control budget.
The change control budget should not exceed 15% of the estimated cost for each phase.
• Cost projections for each subsequent phase will be included in the phase transition plan following a
reassessment of the project scope.
Phase II
• A standard page layout template will be used for all departments. Departments will have the flexibility
to change color, graphics, and fonts but cannot alter the functionality of the template. If a department
wants a different web representation, the effort will be costed separately from this effort.
• Departments will be responsible for compiling or developing site specific content
• The client has not established the priority for designing the individual departmental websites. For
simplicity, each department has been listed in alphabetical order in the high-level work breakdown
structures. Assigning a priority to each department will insure that the most citizen critical sites are
addressed first.
Phase III
• The hours estimated to create a new intranet site are based on the premise that all current
information can be consolidated into three main areas-Employee, Government Administration, and
IT/Systems. This will create a simplified and streamlined site that should be a relatively small effort
on BTS' part.
6. Current Status
Although functional, the existing Orange County web presence does not adequately convey Orange
County's vision and personality. An initial assessment of the site(s) yielded the following conclusions:
• Navigational links are inefficient and lack uniformity
• Large majority of the pages are static
• Multiple county departments and services lack a web presence
• Site maintenance is labor intensive and inefficient
• Site(s) lack the support and technical expertise of a dedicated web master
• The site does not convey the true essence and mindset of Orange County
• The site is not compliant with web design standards adapted by ITS such as:

7. Responsibilities

11. Change Request Process

Change Management should be invoked when a change occurs to process, approach, roles, as well as
scope. The essential purpose of the change control process is to identify every situation that is different
from the original understanding and agreements and determine how the changes may impact
functionality, schedule, or cost.
If additional hours are needed for any role, a change request (that can be generated by either STS or
OCIS) will be submitted for both parties' signature.
It is the sole responsibility of OCIS to access and approve the funds in the change control budget. The
change control budget should not exceed 15% of the estimated cost for each phase. Based on the
estimated cost projections for Phase I the change control budget is approximately $8.800.00.
12. Issues / Risk
Risk management is an important component of any project. Risks tend to fall in one or more of the areas
defined below. While risks will be assigned to a single category, clearly many risks cross multiple

13. Technologies Employed and/or Application Architecture
The technical architecture, as mandated by IRMC, must accommodate rapid rates of change in both
business and technical environments. The proposed web design should support standard browsers as
the interface for the user. In addition, standard developmental tools for accessing and updating the
site(s) must be defined.
The site architectural requirements should effectively address the site life cycle. This includes navigation,
data submission and acquisition, and authentication. Specifically, the site must also include the
architecture to support shared or common applications; GroupWise communications tools, and secure
transactions.
Lastly, the architecture should include the necessary components to effectively manage the site long
term. This includes technical support, operation and storage management, performance monitoring and
tuning, security services, and disaster recovery. Reference the IRM Technical Architecture Standards
website for the detailed technical architecture requirements.
