HomeMy WebLinkAboutDSS Board minutes 052019MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES May 20, 2 019 1 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: May 20, 2019 at the Hillsborough Commons, Hillsborough, North Carolina. BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Tamara Dempsey-Tanner, Ann Wilkerson, Pat Garavaglia, and Jamezetta Bedford. GUEST : None. BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Susie Enoch. STAFF PRESENT: Nancy Coston, Director; Sharron Hinton, Human Services Manager; Lindsey Shewmaker, Human Services Manager ; and Crystal Mitchell, Human Services Manager. I. Call to Order and Introductions DSS Chair, Pat Garavaglia, called the meeting to order at 4:05 pm. II. Board Comments Pat Garavaglia asked how the community resource fair went. Crystal Mitchell responded that there was really strong attendance from the community partners and there was positive feedback asking for it to be an annual event. III. Public Comments None. IV. Agenda Changes The fourth agenda item should be titled Community Child Protection Team Annual Report. V. Action Items On a motion by Pat Garavaglia, the Board approved the minutes of April 2019. Ann Wilkerson seconded the motion. The motion was carried without dissent. VI. Items for Discussion and/or Decision 1. Legal and In-Home Aide Contracts Nancy Coston informed the Board that there are new federal guidelines about when bids for services are required. Because staff could not determine whether these services were exempt, the County is putting out requests for proposals for both in-home aide services and legal services. The current contracts will be extended through September, while details are worked out, for approval by the Board of County Commissioners. 2. Work First Plan Nancy Coston informed the Board that the agency would like to update the Work First Plan to target certain populations for 200% services. These are services provided to parents with a child under MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES May 20, 2 019 2 age 18 in the home whose incomes fall under 200% of the federal poverty level. Staff would like to use these funds to target families involved with, or at risk for, child protective services . These funds could be used for housing assistance, transportation, and other costs to help prevent out of home placements. On a motion by Tamara Dempsey-Tanner the Board approved amending the Work First plan with the correction of the maximum to $500 per year. The motion was seconded by Ann Wilkerson. The motion was carried without dissent. 3. Outside Agencies Nancy Coston provided the Board with the Manager’s recommendation for outside agency funding for FY2019-2020. Everyone received their base requests with scores determining how much of an increase each agency received. 4. Community Child Protection Team Annual Report Crystal Mitchell presented the Community Child Protection Team Annual Report for FY2018-2019. The team meets quarterly as required by General Statute. In Orange County this group is combined with the Child Fatality Team. This is the annual report required to be submitted to the Board of County Commissioners. 5. Director’s Report Quarterly data for the performance agreements are available and were provided to the Board. The SSI will be held at the end of July. Anyone interested in attending should contact Serena McPherson or Lindsey Shewmaker. VII. Announcements Pat Garavaglia moved to adjourn the meeting at 5:30 pm . Jamezetta Bedford seconded the motion.
