Rachel Despard to Position #3 as the OCAC/UNC Student Liaison for the 2019/2020 school year. This is term will expire June 31, 2020. Ms. Despard is a Public Policy/Music double major at UNC, a local performing artist, and involved in Musical Empowerment at UNC and YepRoc Records in Hillsborough. Background, education and experience relevant to this board:
I have deep roots in the Triangle arts community. I grew up in Durham and attended Durham
School of the Arts for middle and high school. My public arts education showed me the necessity
of accessibility in the arts, and how arts education has a profound impact in the lives of young
people. I participated in the Community Chorus Project for three years, which allowed me to tap
into the strong arts community of Chapel Hill at an early age. I have now gone on to study music
and public policy at UNC, in order to incorporate my passion for the arts with social justice. In my
time at UNC, I have been heavily involved with community service groups, student policy
initiatives, and the performing arts. My most relevant experiences have been my time working
with Carolina Performing Arts, the Arts Center, and Musical Empowerment. Each play large
roles in the arts in Chapel Hill, and have offered me various perspectives on what the arts mean

to this community. Each of these experiences have expanded my skills in event coordination,
administration, and leadership. Additionally, I have learned both how these organizations have
been successful in fulfilling the needs of the community, and where there is room to grow.
Furthermore, I will be able to bring the perspective of a UNC student to the board, and
specifically the perspective of a student in the arts. Finally, as a regularly performing singer-
songwriter I will be able to offer the perspective of an independent musician.
Reasons for wanting to serve on this board:
On this board, I hope to serve as a voice for UNC students, as well as offer a point of connection
between the arts in the community and the arts at the university. Having been in both spaces, I
have seen the deficits in communication on each side, and a desire for stronger partnership. I
want to help bridge the gap, and create a more open dialogue between various groups. I see
enormous potential for the arts in this area that could be reached if there was more
communication between university and community arts organizations. There is vast talent in this
area, inside and outside of UNC, and a need for more connectivity. This would not only allow for
greater creative potential, but also a way to break down the barrier that exists between the
university and the town. The arts offer a unique opportunity for ambassadorship; a way for UNC
student to engage with their community, and a way for residents to access all that the university
has to offer.

I ve been an artist (painter) for about 25 years. A couple of murals I painted years ago are still
around Chapel Hill. I m also a web developer and have worked on a few projects aimed at the
arts. I worked/volunteered with the Cary Visual Arts organization and their outdoor sculpture
program for about 3 years - adding some web-based interactivity to the program.

I am an optimist and believe in humanity and its ability to learn from mistakes, improve, and
move forward together. I ve always realized how fortunate I am in life and have sought to help
those less fortunate than myself. I have served on mission trips to help the disadvantaged in St.
Louis, Cincinnati, and Choluteca (Honduras). For my Eagle Scout project, I collected over
13,000 books for donation to village schools via Books For Africa, and at my high school
graduation, I received the Great Citizen Award for my class. During my time at NC State, I
served as a volunteer income tax assistant to help people in the community file their taxes for
free. I also organized the Financial Literacy Month program for University Wellness, ensuring
students had access to financial resources that aren t offered in the classroom. Lastly, I served
as a Student Network Group Mentor for the Poole College of Management to coordinate
incoming students professional development and promote diversity awareness.
Reasons for wanting to serve on this board:
I have collaborated with individuals of many different backgrounds and I always find it fascinating
to learn about other people and their life story. It pains me to hear when others are hurt
physically or emotionally simply for being themselves. I always treat others with respect and
compassion and want to help prevent and/or eliminate bias and discrimination in Orange

world. Change in attitudes can be difficult to obtain, but I want to help promote dialogue to build
common ground and remove divisions by focusing on the values that make us all human. I want
to help ensure that fear, isolation, and intolerance have no place in our community and that in
their void are only love, connection, and compassion to bring us together.

Background, education and experience relevant to this board:
I initially started college as a meteorology major before switching to business administration, and
learned in courses about how human behavior can affect the environment and climate. Before
college, I was a member of the NC SAVE club at my school, which enacted recycling on campus
and raised funds to protect the rainforest via the Rainforest Trust. For my Eagle Scout project, I
collected over 13,000 books for reuse in schools by Books for Africa. About 1,500 books were
not in great enough condition for donation, but were recycled with the help of Habitat for
Humanity.
Reasons for wanting to serve on this board:
I began working in Orange County in October and want to serve on this board to help ensure
environmental protection of this beautiful area and to champion environmental stewardship in
the Orange County community. I am highly interested in this topic and would work to research
and create innovative environmental ideas and goals for the county to ensure a healthy
environment for the current and future generations.

I obtained a minor in journalism while attending NC State and have experience in journalistic
writing for the Flyers Focus newspaper at Sandhills Community College and video/radio
presentation for the Broadcast Meteorology Club at NC State. Last year, while I lived in
Charlotte, I served on the production crew for Elevation Church s uptown campus. I also have a
personal interest in music and am teaching myself piano and guitar. In school, I played the violin
and trumpet (marching band) performed in musicals, and sang in youth choir.
Reasons for wanting to serve on this board:
The arts are like the petals of a flower. STEM careers are important to making society run, just
like the stem of a flower is important in helping it stand upright. The petals add beauty to a
flower, just like the arts and culture add beauty to a community and society as a whole. The arts
enrich the lives of so many people and are an important staple in providing a community with its
own unique appeal. I want to serve on this board to help support the arts of Orange County
through existing ideas and to introduce new strategies for continued growth.
