MINUTES
Tuesday, May 14, 2019

PRESENT: (Board Members) Heather Altman, Colin Austin, Rachel Bearman, Cherie Rosemond, Vibeke Talley,
Richard White, Jenny Womack, and Michael Zuber. (Staff) Annie Deaver, Shenae McPherson, Beverly Shuford,

1. Introductions and Announcements
a. Welcome to new board members—Jenny Womack and Rachel Bearman
b. Janice welcomed visitor and Advisory Board on Aging applicant, Jeff Charles. Jeff share
information about his background and qualifications. He desires to serve on the board
c. Officially reappointed: Heather Altman, Vibeke Talley and Richard White
2. Approval of Minutes—April 9, 2019
a. Approved
3. Any other Agenda items
a. The 5t" Annual Senior Health Advocacy and Resource Partners (SHARP) Direct Care Worker
Awards ceremony was a success. Congratulations were given to Annie Deaver and the SHARP
team for a job well done. 31 caregivers were recognized with 10 individuals receiving awards.
To date, the Direct Care Worker awards have recognized over 175 caregivers
Director's Report
4. Staff updates
a. New Staff—Welcome to Alison Smith, VC55+ Volunteer Coordinator
b. Congratulations to Dr. Ryan Lavalley— in charge of our Handy Helper Program
c. Welcome back Kathie Kearns to assist with financial services
d. Longtime Department on Aging supporter, participant and volunteer, Lee Pavao passed away
on 5/13/19. Family would like to have a room in the Seymour Center named after him. Janice is
exploring options.
5. Older Americans Month Proclamation
a. May 2019 is designated as Older Americans Month. Both senior centers are celebrating with
activities related to this year's theme, Connect, Create, Contribute
6. Soltys Center Renovation
a. The Florence Gray Soltys Adult Day Health is undergoing mold remediation repairs. Some
renovation will be conducted after hours to prevent disruption to clients.
Continuing Business
7. Seymour Center Renovation Update
a. Contract bids opened at 2pm today. Once awarded construction will begin to add 55 additional
parking spaces, straighten the road, and double the size of the Great Hall
8. Board Vacancies
a. Jeff Charles applied to serve on the board leaving 2 more vacancies. Janice commented that we
are looking for representation from central-northern Orange, preferably an African-American,
and someone to represent the Asian community. There is a vacancy on Area Agency on Aging
(AAA) board which needs to be filled. Board meets third Tuesdays, 10a-3p. Janice encouraged
anyone interested to apply to represent Orange County on the AAA board.
b. Aging Board members voted unanimous to approve Jeff Charles' application to serve on the
board. Janice will forward a letter of recommendation to the BOCC.
9. 2019-20 Budget
a. Manager presented budget on May 2. Aging requested 2k for interpreter services, specifically
to serve the Burmese & Karen population
b. Proposing that approved outside agencies get 35% of their requested increase if application
scored above 90.
c. Janice to attend the BOCC Budget Work Session on June 6, and answer any questions regarding
the Aging budget.
d. On May 23, outside agency budget request applications will be reviewed & scored.
e. Budget to be approved by the end of June.
f. Proposed 2%wage adjustment for staff and continued free health insurance.
2017-22 Master Aging Plan
10. Quarterly MAP update from the following workgroups.
a. Transportation — Lisa Berley
i. Lisa reported that the Chapel Hill to Hillsborough-north Elderly Disabled Transportation
Program will now offer transportation for other needs. Additionally, the form has been
simplified. Expansion of Medical Transportation — UNC Medical Care rolling out
SafeRide. New, Medical Transportation Decision Tree on the Dept. on Aging
website: www.orangecountync.gov/261/Transportation
b. Housing— Dick White; Staff: Cherie Rosemond and Ryan Lavalley
i. Dick reported that the Orange County Affordable Housing Coalition will send a note to
Eastowne development project partners, the Town of Chapel Hill and UNC Health Care,
requesting that affordable housing be considered on the Eastowne site
ii. Cherie asked for ideas for the next Aging in Community (AIC) Speaker Series, suggestions
are as follows: stoke awareness & survival, housing/housing Expo, issues related to later
life, and housing & affordable housing needs— how to fund & stay in home. Additional
ideas should be sent to Cherie.
iii. Requested that AIC ideas be put on next meeting's agenda
c. Communication — Beverly Shuford
i. Social Media outreach increasing with good reviews. Increased non-technical outreach
& promotion through: Newspaper, PSA, Radio, Build Volunteer Outreach/Tabling
team/train.
ii. Add UNC Partnerships in Aging to our liaison list for sharing information
11. MAP Steering Committee—June 7, 9-11 a.m. at Carol Woods Retirement Community. Everyone is
invited

Committee Progress Reports if needed:
13. Dementia Friendly Business Campaign close to hitting 100 mark. New training materials being
developed.
14. Senior Tar Heel Legislature— Dick White— no report
15. Adult Care Home Community Advisory Committee— Michael Zuber reported that the committee is
active, at capacity and making progress
16. Nursing Home Community Advisory Committee—Vibeke Talley— no report
17. Housing— Keith Cook/Dick White: Meeting June 18-19
18. Friends of the Passmore Center
a. Yard Sale, June 8, 8 a.m. — 1 p.m.
19. Friends of the Seymour Center—no report
Janice presented the board with gifts (tote bags) and appreciation from the BOCC
