BACKGROUND: The Gounty s Capital Investment Plan (GIP) serves as a planning tool that provides a mechanism to forecast long-range future capital needs for both school districts and the County. Orange County's long-range plan covers aten-year period. Annually, staff and the Board consider many factors as they update the CIP, including funding availability, newly identified BOCC priorities, and student membership projections. As the Board reviews the recommended long-range plan, there is opportunity to discuss projects and adjust the proposed plan, if necessary, before adoption in June. It is important to note that while the BOCC formally adopts along-range plan each year, the CIP is a "living document" that the Board can amend at any time. Each year, staff and the Board of County Commissioners take the opportunity to re-assess previously identified needs to determine if future needs remain the same as those outlined in past approved plans, or to determine if needs and priorities have changed and accordingly, that revisions to the previous CIP are in order. In November 2004, the BOCC adopted a policy statement that indicated the Board's intent to allocate 60 percent of capital funds for the ten year period beginning in 2005 to school projects, and 40 percent of those capital funds for Gounty projects. Following several months of analysis, review, and deliberation, the BOCC on May 5, 200.5 approved Option 2 as the implementation approach to the County's 60-40 capital funding policy. Both school systems and County staff have developed proposed allocations among various projects of capital revenues anticipated to become available during the next ten years, based on Option 2 funding estimates.. County staff will make a presentation reflecting major elements of z both the school and County recommended CIPs far 2005-15, The Board will have the opportunity to review the school CIPs in more detail during the school budget work session scheduled for June 9, 2005. The BOCC can review and deliberate over the County portion of the CIP during the remainder of the .tune 2005 budget work sessions. No decisions are expected or required of the BOCC at this June 7 meeting. FINANCIAL- IMPACT: As outlined in the recommended Capital Investment Plans, RECOMMENDATION(S): The Manager recommends that the Board receive the recommended 2005••15 CIP for information only at this time.
