Board Members present: Tim Hoke, Chair;Doris Friend, Secretary; Chris Kubica, Vice Chair, Delia Keefe,
Tinka Jordy, Marlon Torres, Fred Joiner, Evan Linett, Bronwyn Merritt, Dan Mayer, Linda Williamson,
Marcelo Slade
Board Members absent,Ashley Nissler,Anita Mills
Staff Present: Katie Murray, Executive Director
I. Tim called the meeting to order at 6:30 p.m.
II. Delia moved,Tinka seconded to approve the January, 2019 minutes. Motion approved.
III. Board Update:
• Linda moved,Tinka seconded the intention to extend Doris' board service term for 12
months prior to the end of her second term. (Note: term ends September 30, 2019.)
Motion approved.
• Current OCAC by-laws do not specify officer term limits. In this event, the by-laws of the
Orange County Board of County Commissioners Advisory Board Policy apply. These by-
laws stipulate a one-year term for officers and we are out of compliance. It was agreed
that we should amend our by-laws to include officer term limits. Three years was
suggested. In the interest of best practices of board governance,we should make a plan
to correct this situation soon.
IV. Director's Report:
• Katie circulated a sign-up sheet for County Commissioners'Art Moment.
• Katie was invited to speak at a small gathering of community leaders at a fundraising
dinner for UNC's Arts Everywhere. It's excellent that OCAC is top of mind with leaders in
the community.
• The "Setting the Stage" report is out! Katie has distributed it widely to elected officials,
chambers, economic development, etc.This extensive overview of the state of the arts
in Orange County has determined OCAC's goals and Katie's priorities for the coming
year:
• Fulfill role as Local Arts Agency and provide programming needs
• Apply for NCAC New Realities Grant(due March 1, 2019)
• Build relationship with Caterri Woodrum, retired Director of NCMA Foundation
• Research public funding for arts space. Will engage the research skills of the
Cultural Arts Group.
• Research possible grant funding with ArtSpace consultants in Minneapolis.
• The first OCAC Art Space working group was held on 1-23-19. Hoping to find a facilitator
for future meetings. Evan has designed a survey to help establish focus.
• Katie is looking for presenters (10 minutes) for the next Creative Orange event.
Suggestions welcome!
• Katie is establishing a new blog partnership with Sara Cornetti who is currently on a
Fulbright in Greece.
• Arts Day in Raleigh on March 26 &27. Need strong representation from OCAC. One
ticket spoken for.
• Kudos to Katie for her appointment to the ArtsNC Board of Directors!
• Katie has approached Commissioner Renee Price about the possibility of underwriting a
performance by Sonny Kelly in connection with the Orange Co. Community
Remembrance Coalition EJI memorial project. Hillsborough Arts Council's Free Spirit
Freedom program is a part of this coalition.
V. Changes to Grant Review Process:
• Katie distributed a proposal to streamline our grant review process (attached). On
average, a thorough review of one application takes about 45 minutes. As the number
of our grant applications grow,this time commitment is unrealistic. Following
discussion, Katie will make some changes and we will discuss again at the March
meeting.
VI. Committee Reports:
• Fundraising Committee—Initial work on 501(c)3 application is complete and ready for
review by the committee.
• Calvin Street Tree—RFQ is out. Three finalists will be selected. Project estimated to be
finished in May 2020.
VI I. Liaison Reports:
Visitor's Bureau—Tim
o PR firm has been dismissed. Joel Sheer conducted a survey re what amenities
are lacking to attract visitors. The arts was a big component of identified need.
Hillsborough Arts Council—Doris
o Having a full-time Executive Director is making a huge impact on our ability to
become better organized and focused.
o We are still in our Strategic Planning process. A detailed SWOT analysis was
completed yesterday (Sunday). Will meet again in early April
o During the month of January 64 volunteers spent 428 hours with HAC. It is
estimated we served at least 5,000 people, including the big attendance at the
Solstice Lantern Walk.
o We have a new partnership with the Hillsborough Classic Film Society. They
screen films once-a-month at 3:00 at the Hillsborouogh Public Library. Their
schedule is on their website.
Orange County Artists Guild—Katie for Anita
o The Guild is considering significantly increasing advertising and marketing this
year, reaching Charlotte, Asheville, Wilmington, etc.
Carrboro Arts Committee—Dan
o Received 4 applicants for poet laureate. These are under review.
The Arts Center—Dan
o In the interest of time, Dan deferred his report to next month.
UNC Student Liaison—Evan
o Evan distributed a comprehensive of upcoming activities on UNC campus
(attached).
o Rachael Gaspard has been appointed Director of Arts Everywhere.
o Musical Empowerment is conducting a fundraising campaign February 7-17.
Goal is$7,500 for instruments and teaching supplies.
