SUBJECT: Triangle Regional Freight Plan
This memorandum is to inform the Board of County Commissioners (BOCC) of the recently
adopted Triangle Regional Freight Plan.
May 8, 2019, Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC
MPO) approved the Triangle Regional Freight Plan. This plan was done in coordination
with Capital Metropolitan Planning Organization (CAMPO) and North Carolina Department
of Transportation (NCDOT). The plan was started in 2015 through the Regional Freight
Stakeholder Advisory Council, a federal requirement of the Fixing America's Surface
Transportation (FAST) Act. It identifies Strategic Freight Corridors within the eight counties
that make up DCHC MPO and CAMPO and recommends policies and programs to address
freight in the region.
The Triangle Regional Freight Plan has gone through an extensive public involvement
process including economic development workshops, online surveys, site visits, and
meetings from July 2015 to May 2019. Orange County transportation planning staff has
participated throughout the planning process at various MPO and public meetings. The
following are some of the highlights from the Plan, especially as they pertain to Orange
County:
• Freight data was collected from variety of sources including:
o Commodity Flow Data: Freight Analysis Framework, Transearch, and Carload
Waybill Sample
o Travel Time Data: National Performance Research Data Set and INRIX/StreetLight
o Origin-Destination Data: ATRI Truck GPS Data
• Daily average of 2,570 to 5,690 freight traffic trips travel over state roads in Orange
County, not including rail or Interstate (1-40/1-85)
• Estimated 300 freight related accidents from 2010 — 2014 were in Orange County
o Fatalities occurred at 2 locations while serious and/or minor injuries occurred at
others
• Estimated 9,215 freight related employment in Orange County
• 2,060,000 square feet freight related industry space in Orange County
• Strategic Freight Corridors in Orange County are:
o NC-54, NC-57, NC-86, US-70 and US-15/501
• Recommended Freight Projects in Orange County are:
o Widen 1-85 & 1-40 east of split, and widen NC-54 east of Chapel Hill
