Natural or existing topographic patterns contributing to the beauty and utility of a developme shall be preserved and developed. Modification to topography will be permitted where contributes to good appearance and does not adversely affect significant natural features an drainageways. 2. Grades of walks, parking spaces, terraces, and other paved areas shall provide an inviting an stable appearance. 3. Landscape treatment shall be provided to enhance architectural features, strengthen vistas an important visual corridors, and provide shade. 4. Unity of design shall be achieved by repetition of certain plan varieties and other materials an by correlation with adjacent developments. 5. Plant material shall be selected for its structure, texture, and color for interest and for its ultimai growth. Use of native plants is encouraged; others that will be hardy, harmonious to the desigi and of good appearance can be allowed. 6. Appropriate curbs, tree guards or other devices shall be employed to protect plants susceptible t injury by pedestrian or motor traffic. 7. Parking areas and trafficways shall be enhanced with landscaped spaces containing trees or tre groupings. 3 8. Service yards and other unsightly places shall be screened by use of walls, fencing and/ planting. Almost none of the existing landscaping is preserved that I can tell.. The number of graphic elements on a sign shall be held to the minimum needed to convey t] sign's major message and shall be composed in proportion to the total area of the sign face. 5. Freestanding signs shall not exceed 7 feet in height and shall not be pole-mounted. Signs are shown. The height of the tenant sign is higher than the 7' standard, but the size is reasonat to small, considering the size of the development. Outparcel signs have not been mentioned. Materials and finishes shall be selected for their durability and wear as well as for their beaut Proper measures and devices shall be incorporated for protection against the elements, neglei damage, and abuse. 2. Provisions for cleaning buildings and structures and control of dirt and refuse shall be included the design. Configurations that tend to accumulate debris and dirt shall be avoided. North Carolina State Building Code requires additional handicap accessible stalls. 2. No handicapped parking is provided to be readily accessible to Building 3. 3. Loading areas to be designated at sides and rear of buildings. 4. Eliminate all parking stalls that backup directly into main access points. Landscaping 1. Landscape divider strips to be provided at each parking aisle perpendicular to parking spaces. 2. Landscaping required around base of structures to offset long expanses of wall surface. 3. Additional and extensive landscaping required at perimeter of property and along street rights-of-way. 4. Provide additional open space/tree preservation buffer between parking lot and road rights-of-way. 5. Parking area quadrants to be separated by landscaping. Impervious Surface 1. 69% impervious surface indicated on plans does not include additional impervious surface which will result in development of outparcels. Maximum impervious surface recommended for the entire project is 50%. Additional development of outparcels could result in impervious surface exceeding 80%. Architectural Considerations 1. Add offsets to Building #1 and landscape around perimeter to provide relief from long, uninterrupted expanses of wall. (Move center section of building forward) 2. Move loading area to opposite end or side of building to avoid circulation difficulty. 3. Building architecture (exterior election) could use enhancement. Site Layout 1. Building #3 not allowed in rail station reserve area. 2. Move most of outparcels to a walkable area. 3. Leave/add natural areas along corridor. Roadways/Transportation 1. Align signal for cross access between truck/gas stop. 2. Widen NC 86 to four (4) lane divided highway. 3. Accommodate future rail stop area and provide bus drop off zone. 4. 100% retail can overburden traffic capacity of roadways in area and limit potential of other non-retail employment based sites in the EDD area. Environmental 1. COURTESY REVIEW AGREEMENT THIS AGREEMENT, made and entered into this day of '200 by and between the COUNTY OF ORANGE, a political subdivision of the State of North Carolina, the TOWN OF HILLSBOROUGH, a municipal corporation duly created and existing under the laws of North Carolina. WITNESSETH: In consideration of the public benefits expected to flow from the cooperative efforts of the parties in establishing a coordinated and comprehensive system of planning v ithia their respective areas of public concern, the parties to this Agreement hereby mutually agree as follows: ARTICLE I. PURPOSE, DEFINITIONS, EFFECTIVE DATE Section 1.1 Purpose of the Agreement The purpose of this Agreement is to establish a method of coordinated and comprehensive planning in the Orange County-Hillsborough Joint Planning Axea, as defined herein. Further the process is intended to provide a forum for discussion of development impacts and exchange infortrtation and ideas. This agreement does not provide for joint approval. Section 1.2 Definitions A. Courtesy Review Area. The area within the Urban/Rural Transition Area designated on the Courtesy Review Area Land Use Map noted on the Public Water/Sewez Service Boundary Agreement as the Town of Hillsborough's primary service area. B. Courtesy Review Area Land Use Plan. The area where certain development permit plans will be reviewed. C. Development proposal means a subdivisions project of greater than 34 lots, land use amendment, rezoning, special use, annexations and within %z mile of 3 interstate interchanges and/or m ith town or ETJ. ADOPTION, ADMINISTRATION AND AMENDMENT OF STANDARDS Section 2.1 Proposal Administration Within the Courtesy Review Area A. Whenever Hillsborough receives an application for a development permit as defined in this Agreement relating to land within the Courtesy Review area, it shall forward copies of the application to grange County for review. The towns shall establish timetables to insure that Orange County has an opportunity to make recommendations regarding such applications within the framework of the County's regularly scheduled meeting dates. To the extent possible, the timetables of the County and the town shall provide for simultaneous review to expedite application processing; provided, however, the town may not vote to issue or deny a proposal until they have received the recommendations of Change County or until the expiration of thirty (30) days after Orange County has received the application, whichever comes first. Section 2.2 Administration in the Hillsborough Rural Buffer A. Whenever Orange County receives an application for a development proposal relating to land located within the Courtesy Review Area, it shall forward copies of the application to Hillsborough for review. The County shall establish timetables to insure that tk?c town has an opportunity to ' make recommendations regarding such applications within the framework of their respective regularly scheduled meeting dates. To the extent possible, the timetables of the respective town and the County shall provide for simultaneous review to expedite application processing; provided, however, Orange Couaxty may not vote to issue or deriy a permit until it has received the recommendation of the Town or'until the expiration of thirty (30) days after the town has received the application, whichever occurs first. Section 2.3 Enforcement Remedies. A.
