Number of Terms: Wednesday,May 01,2019 Page 2 4 (ATTACHMENT) ORANGE COUNTY HEALTH DEPARTMENT Board of Health Policy and Procedures Manual(excerpt) Section III: Board Processes Process A: Operating Procedures Reviewed by: Health Director Approved by: Health Director,Board of Health Purpose To outline operating procedures for the Board of Health in accordance with pertinent state, local and federal requirements for the operation of the Board. I. Name and Office The name of this organization is the Orange County Board of Health (hereinafter "Board"). The principal office of the Board is located at 300 West Tryon Street, Hillsborough,NC 27278. II. Charge to the Board The Board is the primary policy-making and adjudicatory body(NCGS 135A-25(a)) for the health department and is charged to protect and promote the public health of Orange County(NCGS 130A-39). III. Composition A. The composition of the Board of Health is governed by NCGS 130A-35(b)- (d) IV. Terms of Office A. By NCGS 130A-35 (c), members shall serve three year terms and no member may serve more than three consecutive three-year terms unless the member is the only person residing in the county who represents one of the professions designated in subsection(b) of NCGS 130A-35. B. It is the policy of the Orange County Board of Health that members may serve three, three-year consecutive terms. Members appointed to fill unexpired terms are eligible to subsequently be appointed to three additional terms. V. Officers and Committees A. Chair and Vice-Chair The Board members shall select a Chair and Vice-Chair by majority vote each year at the last meeting of the calendar year. B. Secretary The Orange County Health Director shall serve as Secretary to the Board, but the Director is not a member of the Board. The Health Director may delegate the duties of the secretary that are set forth in these operating procedures to an appropriate local health department employee. But my experiences outside of direct medical care are equally relevant. Reasons for wanting to serve on this board: Healthcare disparities and lack of access are among this country s greatest moral shortcomings, and through research and action we can actually rectify this. Here in Orange County, as in many parts of the country, some of us enjoy excellent healthcare access and outcomes while others struggle to have basic needs met. Orange County is a special place in which many people 18 Page 2 of 2 Aparna Jonnal believe in equity and justice, so translating these ideals into actual improvements for all of our residents seems important and quite possible. This is a divisive time in America and healthcare is a great unifier. Every person, regardless of identity or beliefs, should have access to quality healthcare, particularly preventive care which is not only humane but most efficient. I simply cannot imagine not working toward healthcare equity and justice. Reasons for wanting to serve on this board: 20 Page 2 of 2 Aimee McHale I have long wanted to become more involved with community organizations, but have had an extremely heavy teaching load which, combined with my responsibilities as the mother of a teenager, have made it difficult for me to commit additional time. In my new role as a faculty member in the Public Health Leadership Program at UNC, one of my responsibilities is to maintain a connection to the public health community, so when I learned of an upcoming vacancy on the BoH, it seemed like a natural fit. When I have attended BoH meetings in the past, I have been favorably impressed with the board dynamics. As well, with the change in the national administration and ongoing issues within the NC legislature, I believe that my particular skills and experience- in law and public health, programs, policy and advocacy-would be useful as the Board continues to work to secure and improve the health of Orange County residents.
