PURPOSE: Review of 58 acre commercial project in Hillsborough's jurisdiction in preparation for
joint meeting with the Town of Hillsborough Board of Commissioners on January 31, 2001..
BACKGROUND: Hampton Pointe was submitted in January, 2001 as a rezoning master plan and
is within Hillsborough's jurisdiction.
This review is part of the informal courtesy review program that has arisen from the EDD Orange
County/Hillsborough Task Force.
The Orange County Planning Director spoke at Hillsborough's January 23, 2001 public hearing and
submitted draft comments.
FINANCIAL IMPACT: The project has considerable fiscal impact for the Town of Hillsborough and
potential tax base for Orange County.
RECOMMENDATION(S): The Manager recommends that the Board hear the report and offer
comment.
Hampton Pointe Master Plan
PURPOSE: Consideration of the Hampton Pointe rezoning/master plan
BACKGROUND:

Request: Change of zone of a 58.36 acre tract from Limited Office to Entranceway Special Use.
Location:
• Hillsborough Township
• Southwest comer of 1-85 and NC 86 S just to the north of the Southern Railroad
Existing Site Conditions:
Adjacent Uses:
• Mix of commercial, residential and vacant land
Physical Description:
• Gently rolling; intermittent stream along the eastern boundary of the tract
• Vegetation consists of a mix of predominately wooded and open field
Proposed Site Conditions
Roads:
• Access to development is from NC 86 South
Commercial Development:
• Proposed gross square footage of retail: 493,550 square feet
• Proposed gross square footage by use:
- 443,550 = retail
- 50,000 = outparcels
RECOMMENDATION: Orange County Planning Staff Recommendation
The above reference proposed project has been reviewed for compliance with the EDDMA and
the following areas have been identified as insufficient. Proposal should be revised to resolve the
following deficiencies to be more consistent with processing an application for a rezoning/master
plan application:
2.3 LAND USE INTENSITY
1. 69% impervious surface indicated on plans does not include additional impervious
surface which will result in development of outparcels. Maximum impervious surface
recommended for the entire project is 50%. Additional development of outparcels could
result in impervious surface exceeding 80%.
2.4 ENVIRONMENTAL FACTORS

1. Locate buildings, roadways and parking areas to minimize land disturbance by
matching land elevations and preserving natural vegetation.
3.1 ARCHITECTURAL DESIGN
1. Add offsets to Building #1 and landscape around perimeter to provide relief from long,
uninterrupted expanses of wall. (Move center section of building forward)
2. Move loading area to opposite end or side of building to avoid circulation difficulty.
3. Building architecture (exterior elevation) could use enhancement.
4. Building #3 is not allowed in rail station reserve area.
5. Move most of outparcels to a walkable area.
6. Leave/add natural areas along corridor.
3.2 LANDSCAPE DESIGN
1. Landscape divider strips to be provided at each parking aisle perpendicular to parking
spaces.
2. Landscaping required around base of structures to offset long expanses of wall surface.
3. Additional and extensive landscaping required at perimeter of properly and along street
rights-of-way.
4. Provide additional open space/tree preservation buffer between parking lot and road
rights-of-way.
5. Parking area quadrants to be separated by landscaping.
3.3 CIRCULATION AND PARKING
1. North Carolina State Building Code requires additional handicap accessible stalls.
2. No handicapped parking is provided to be readily accessible to Building #3.
3. Loading areas to be designated at sides and rear of buildings.
4,. Eliminate all parking stalls that backup directly to main access points:
5. Align signal for cross access between truck/gas stop.
6. Widen NC 86 to four (4) lane divided highway.
7. Accommodate future rail stop area and provide bus drop off zone.
8. 100% retail can overburden traffic capacity of roadways in area and limit potential of
other non-retail employment based on sites in the EDD area.
